1. Procurement Conditions

This procurement project, the Open Inquiry and Comparison for Molybdenum Bars of Pangang Group Changcheng Special Steel Co., Ltd. in October 2025 (PGWZMYHGXHD251022243857), has the Procurement Manager as the Materials Business Department of Pangang Group Materials Trading Co., Ltd. The procurement project funds are from self-raised sources. The project has met the procurement conditions and is now proceeding with an open inquiry and comparison.

2. Project Overview and Procurement Scope

2.1 Project Name: Open Inquiry and Comparison for Molybdenum Bars of Pangang Group Changcheng Special Steel Co., Ltd. in October 2025

2.2 Transition to Other Procurement Method after Failed Procurement: Transition to Negotiated Procurement

2.3 The specific content, scope, and scale of procurement for this project are detailed in the attachment "Bill of Materials Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this procurement.

3.2 This procurement requires bidders to possess the following qualification requirements:

(1) Business license for manufacturing entities

3.3 This procurement requires bidders to meet the following registered capital requirements:

Registered capital for manufacturing entities: 5 million yuan or more

3.4 This procurement requires bidders to possess the following performance requirements:

When submitting bids, bidders must provide performance proof (scanned copies of contracts or invoices) for similar products from January 1, 2022, to the bid submission deadline.

3.5 This procurement requires bidders to possess the following capability requirements, financial requirements, and other requirements:

Financial requirements: The bidder's registered capital shall not be less than 5 million yuan.

Capability requirements: Provide valid annual inspection certificates for enterprise qualifications: (1) Scanned copy of the business license (or duplicate); (2) Scanned copy of the tax registration certificate (or duplicate) (except where the three certificates are combined); (3) Scanned copy of the organization code certificate (or duplicate) (except where the three certificates are combined).

Other requirements: Molybdenum bars are a raw material for high-temperature alloy steel at Pangang Group Changcheng Special Steel Co., Ltd. and are considered key goods. To ensure project quality, new manufacturing suppliers must provide a trial use acceptance report from the user unit; otherwise, the bid will be treated as invalid.

3.6 For projects that must be tendered according to law, bids submitted by discredited persons subject to enforcement for dishonesty shall be invalid.

4. Obtaining Procurement Documents
