【SMM Steel】The European Union has formally adopted simplified amendments to the Carbon Border Adjustment Mechanism, establishing a 50-metric-ton annual import threshold to exempt small importers and exporters from reporting obligations. The exemption covers sectors including iron & steel, aluminum, fertilizers and cement (excluding electricity and hydrogen), designed to reduce administrative burdens while capturing 99% of targeted embedded emissions. The new regulation streamlines compliance by aligning emission boundaries with the EU ETS and adjusting certificate-holding rules. Authorized declarants must submit their first annual report by September 2027, with provisions to prevent market circumvention and permit use of default values when reliable emissions data is unavailable.
