【SMM Steel】Turkey is revising its steel Inward Processing Regime (DIR), which will require producers to include at least 25% local hot-rolled coil, wire rod, slab, and billet in exported finished products. Although the system amendment has not yet been finalized, the proposal has already sparked widespread criticism. Market participants argue that the removal of cheaper imported raw material advantages and the resulting increase in domestic scrap prices will undermine the global competitiveness of Turkish steel products. Another key debate centers on whether imports from free zone countries will be covered under the new system. So far, scrap suppliers appear to be the only beneficiaries, as prices have already risen following the announcement of the revised DIR rules.
