[SMM New Energy News Flash] The Hanzhong Environmental Bureau approved the environmental impact assessment for Hantai New Energy’s retired power battery recycling and cascade utilization project in Shaanxi. With an investment of RMB 128 million, the project will build production lines for dismantling and reusing up to 21,000 retired EV batteries annually. This marks an important step for Shaanxi in building a closed-loop EV industry chain. As China’s EV ownership surpasses 100 million, large-scale battery retirements are emerging, creating both challenges and opportunities. Shaanxi has accelerated its industrial layout, with 12 key projects worth over RMB 3 billion and an annual treatment capacity exceeding 150,000 tons, forming a trillion-level “urban mining” cluster. Policies now mandate higher recycling rates and stricter safety standards, positioning Shaanxi as a pilot province for traceability and standardized recycling. The initiative highlights the growing importance of battery recycling for carbon neutrality and sustainable development.
