Shangtai in Inner Mongolia Plans to Build a 196,000 mt High-Carbon Ferrochrome Project Annually

In order to fully understand the opinions and suggestions from all sectors of society regarding the social stability risks associated with the "Second Batch of Construction Land Use Project for the Implementation of Urban Planning by Fengzhen Municipal Government in 2025," and to better conduct the social stability risk assessment, the basic information and relevant details of the project are hereby announced and publicized in accordance with the "Implementation Measures for Social Stability Risk Assessment of Major Decisions in Inner Mongolia Autonomous Region" (No. 7, 2021), the "Notice of the General Office of the National Development and Reform Commission on Issuing the Outline for the Preparation of Social Stability Risk Analysis and Assessment Reports for Major Fixed Asset Investment Projects (Trial)" (No. 428, 2013), and the "Operational Procedures for Social Stability Risk Assessment of Major Matters in Inner Mongolia Autonomous Region (Trial)" (No. 1, 2016). 4, Project Scale

The Second Batch of Construction Land Use Project for the Implementation of Urban Planning by Fengzhen Municipal Government in 2025 covers a total area of 1.6368 hectares (including the construction of 2×48,000 KVA fully enclosed high-carbon ferrochrome submerged arc furnaces, 2 12㎡ shaft furnaces, and related auxiliary facilities, with an annual production capacity of 196,000 mt of high-carbon ferrochrome upon completion).

The announcement targets residents and enterprises within the proposed project area and those potentially affected by the project's construction and operation.

(1) Public opinions may be submitted via phone or in writing to the project unit or the social stability risk assessment unit.

(2) Suggestions or opinions regarding the social stability risks of the construction project may be submitted to the project unit or the social stability risk assessment report preparation unit within 15 days from the date of this announcement.
