The European Commission (EC) has announced the final results of its anti-dumping investigation into hot-rolled coil (HRC) imports from Egypt, Japan, and Vietnam.

The duty rate for Ezz Steel and all other Egyptian companies was reduced to 11.7% (previously 12.8% for this manufacturer, effective from April 7, 2025). Initially, the EC proposed a 15.6% tariff for Ezz, but the decision was modified after appeals.

The final anti-dumping margins were set at 30.4% for Japan's Nippon Steel, 6.9% for Tokyo Steel, and 30.1% for all other Japanese exporters. For Vietnam's Formosa Ha Tinh Steel Corporation and all other Vietnamese companies, the anti-dumping duty will be 12.1%.

BHP said blast furnace decarbonisation remains crucial as over 70% of global steel output still uses the BF-BOF route. The company noted that EAF and DRI expansion faces scrap supply and iron ore quality constraints, while BF emissions can be reduced through recycling, hydrogen injection, CCUS and higher-grade raw materials. With new integrated steel plants costing around 4 billion USD and 85% of China and India’s BF capacity less than 20 years old, full replacement remains difficult in the near term.

[SMM Iron & Steel] SEA Billet Import Market Weakens as Buyers Wait for Lower Offers
[SEA] Southeast Asian import billet prices remained under pressure amid limited demand in China and the wider region. China-origin billet export levels slipped by around 5 USD/tonne to 460-465 USD/tonne FOB, making Chinese material more competitive than Indonesian offers. An Indonesian mill cut September-shipment billet offers to 470 USD/tonne FOB, down around 10 USD/tonne w-o-w. In the Philippines, 5SP billet offers stayed near 495 USD/tonne CFR, but buyers are expecting 490 USD/tonne CFR soon, with sales still sporadic."
