The purchaser of this procurement project, the 58 iron ore concentrates (PGWZMYHHD250822232200) around Pangang Vanadium in September 2025, is the Minerals Business Division of Pangang Group Materials Trading Co., Ltd. The funds for the procurement project are self-raised. The project has met the procurement conditions, and a public single-round negotiation is now being conducted.

3. Bidder Qualification Requirements

3.1 Joint bidding is not allowed for this procurement.

3.2 This procurement requires bidders to meet the following qualification requirements:

(1) Circulation-type business license

(2) Production-type business license

3.3 This procurement requires bidders to meet the following registered capital requirements:

Production-type registered capital: 5 million yuan or more

Circulation-type registered capital: 5 million yuan or more

3.4 This procurement requires bidders to meet the following performance requirements:

3.5 This procurement requires bidders to meet the following capability requirements, financial requirements, and other requirements:

Financial requirements: The supplier's registered capital shall not be less than 5 million yuan and shall not be less than 30% of the total tax-exclusive amount of the bid for this project.

Other requirements: New suppliers or new supply varieties must pass the evaluation of the entrusting party and provide detection reports for raw fuel material samples.

3.6 For projects that must be tendered in accordance with the law, bids from persons subject to enforcement for breach of trust are invalid.
