South Korea plans to impose anti-dumping duties on hot-rolled stainless steel plates from China

 On August 12, 2025, the Ministry of Strategy and Finance of the Republic of Korea issued Notice No. 2025-171, proposing to impose anti-dumping duties for a period of five years on hot-rolled stainless steel sheets & plates (Stainless Steel Plate) originating from China. The duty rate for Schuang International Development Ltd. - Hong Kong, China, STX Japan Corporation, Best Win International Co., Ltd., Jiangsu Daekyung Stainless Steel Co. Ltd., their affiliated enterprises, their exporters, and other Chinese producers/exporters is 21.62%.

      This case involves products under Korean tariff codes 7219.21.1010, 7219.21.1090, 7219.21.9000, 7219.22.1010, 7219.22.1090, and 7219.22.9000, but excludes the following: 1. hot-rolled coils; 2. black sheets produced by hot-rolling thick stainless steel slabs; 3. products under tariff codes 7219.22.1010, 7219.22.1090, and 7219.22.9000 with a thickness not exceeding 8 mm and a width less than 2000 mm; 4. stainless steel products corresponding to 904L under the American Society for Testing and Materials (ASTM) standard.

      Interested parties should submit written comments by August 26, 2025. On September 6, 2024, the Republic of Korea initiated an anti-dumping investigation into hot-rolled stainless steel sheets & plates originating from China.

      On March 25, 2025, the Ministry of Strategy and Finance of the Republic of Korea decided to impose a provisional anti-dumping duty for a period of four months on the products involved, with a duty rate of 21.62%. The measure took effect on March 25, 2025, and was valid until July 24, 2025. On July 7, 2025, the Ministry of Strategy and Finance of the Republic of Korea extended the deadline for the provisional anti-dumping duty on Chinese products involved from July 24, 2025, to September 4, 2025.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
