1. The registrant must be an independent legal entity within the territory of the People's Republic of China.

2. The registrant must not be listed as a dishonest debtor by the Supreme People's Court on the "Credit China" website or any credit information sharing platforms at various levels.

3. The registrant, if a producer, must possess a valid ISO9000 quality management system certification.

4. The registrant must have at least one successful supply contract in the same category within the past three years.

5. The registrant must conduct technical exchanges with the Rolling Mill before registering to bid (contact number: 15348026798).

6. This procurement accepts producers.
