Shanxi Provincial Department of Natural Resources issued a notice on 10th of August, aim to adjust the administrative authority for granting mining rights of specific mineral resources.
The notice centralizes the granting registration authority for four mineral types—ceramic clay, refractory clay, kaolin, and bauxitic clay—to the provincial level. Concurrently, the management authority for related procedures, including mining rights granting revenue assessment and mineral resource reserve evaluation/registration, has also been elevated to the provincial department. This move aims to strengthen the protection of strategic mineral resources such as bauxite and associated elements like gallium, promote integrated mining block granting, and enhance comprehensive exploration and utilization capabilities.
According to industry feedback, current factors affecting the bauxite market primarily involve domestic mines being unable to resume operations due to various reasons, with most relevant mines currently idled. The immediate impact on current domestic bauxite supply is expected to be negligible. Shanghai Metals Market (SMM) will continue to monitor subsequent developments.
