1. Procurement Conditions
The procurer of this procurement project, the Public Inquiry and Comparison for Tungsten Bars in August 2025 of Panchangte Special Steel (PGWZMYHGXHD250807229126), is the Materials Division of Pangang Group Material Trade Co., Ltd. The funds for the procurement project are self-raised, and the project has met the procurement conditions. Now, a public inquiry and comparison is being conducted.

3. Bidder Qualification Requirements
3.1 Joint bidding is not allowed for this procurement.
3.2 For this procurement, the bidder must meet the following qualification requirements:
(1) Production-oriented business license
3.3 For this procurement, the bidder must meet the following registered capital requirements:
Registered capital for production-oriented enterprises: 5 million yuan (10,000 yuan) or above
3.4 For this procurement, the bidder must meet the following performance requirements:
When bidding, the bidder must provide performance certificates (scanned copies of contracts or invoices) for similar products from January 1, 2022, to the bid submission deadline.
3.5 For this procurement, the bidder must meet the following capability, financial, and other requirements:
Financial requirements: The bidder's registered capital must not be lower than 5 million yuan.
Capability requirements: Provide scanned copies of enterprise qualifications that have passed the annual inspection: (1) Business license (or duplicate); (2) Tax registration certificate (or duplicate) (except for those with a unified three-in-one certificate); (3) Organization code certificate (or duplicate) (except for those with a unified three-in-one certificate).
Other requirements: Tungsten bars are raw materials for high-temperature alloy steel and key goods for Panchangte Special Steel (planned note: dedicated for commercial aviation engines). To ensure project quality, newly admitted production-oriented suppliers must provide a trial use qualification report from the user unit; otherwise, the bid will be treated as invalid.
3.6 For projects that must be tendered according to law, bids from dishonest persons subject to enforcement are invalid for this procurement.
