The US Secretary recommended a series of actions to adjust copper imports to ensure that imports of copper-related products do not threaten national security. For example, the Secretary proposed an immediate 30% across-the-board import tariff on semi-finished copper products and intensive copper-derived products. The Secretary also recommended a phased-in 15% across-the-board tariff on copper cathode starting from 2027, which would increase to 30% in 2028. Additionally, the Secretary further recommended implementing a 25% domestic sales requirement for copper raw materials and high-quality copper scrap starting from 2027, as well as export controls on high-quality copper scrap.
