3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this procurement.

3.2 For this procurement, the bidder must meet the following qualification requirements:

(1) Production-type Quality Management System Certification (ISO9000)

(2) Production-type Business License

3.3 For this procurement, the bidder must meet the following registered capital requirements:

Production-type registered capital: 5 million yuan or above

3.4 For this procurement, the bidder must meet the following performance requirements:

The bidder shall provide at least one piece of performance proof for flame arrestor supply since 2021 (contract and corresponding VAT invoice). Provide original photos or scanned copies.

3.5 For this procurement, the bidder must meet the following capability, financial, and other requirements:

Financial Requirements: The bidder's registered capital shall not be less than 5 million yuan.

Capability Requirements: (1) Original photos or scanned copies of the business license (or duplicate). (2) Original photos or scanned copies of the tax registration certificate (or duplicate), except for those with a unified three-in-one certificate. (3) Original photos or scanned copies of the organization code certificate (or duplicate), except for those with a unified three-in-one certificate. (4) ISO9000 Quality System Certification (covering production). (5) Special Equipment Production License (for pressure pipelines).

3.6 For projects that must be tendered according to the law, the bid of a dishonest person subject to enforcement is invalid for this procurement.
