Other requirements: I) Qualification requirements for bidders within the territory:

1. Provide scanned copies of the business license (or duplicate).

2. Provide an audit report or financial statements audited by a law firm within 2 years from the bid submission deadline, or a third-party credit investigation report, or a bank credit certificate.

3. Provide a power of attorney from the unit's responsible person.

II) Qualification requirements for bidders outside the territory:

(1) Enterprise registration certificate;

(2) Power of attorney from the unit's responsible person;

(3) Provide an audit report or financial statements audited by a law firm within 2 years from the bid submission deadline, or a third-party credit investigation report, or a bank credit certificate;

II. Financial requirements: The registered capital of bidders within the territory shall be no less than 1 million yuan. There are no registered capital requirements for bidders outside the territory.

3.6 For projects that must be tendered according to the law, bids from dishonest persons subject to enforcement shall be invalid.
