China has launched a major initiative to develop zero-carbon industrial parks as part of its 2060 carbon neutrality goals, with the NDRC, MIIT, and NEA jointly issuing a policy directive on June 30, 2025. The plan calls for local governments to nominate up to two pilot parks by August 2025, which will serve as national demonstration zones for integrated decarbonization solutions. These parks will implement eight key measures including renewable energy integration, industrial restructuring, circular economy practices, and digital carbon management systems, supported by financial incentives, streamlined approvals, and technical assistance. Selected parks will undergo rigorous evaluation before receiving national certification, with the program aiming to create replicable models for greening China's extensive industrial park network while balancing economic growth with emissions reduction. This systems-based approach represents a strategic shift in China's climate policy, targeting industrial clusters that account for significant energy use and emissions.
