[SMM PV News] According to SMM, the "Work Plan for Issuing Green Electricity Certificates for Distributed Renewable Energy Power Generation Projects in Zhejiang, Henan, and Guangdong Provinces" recently issued by the National Energy Administration proposes that, in accordance with the principles of pilot implementation and step-by-step execution, efforts should be made to explore and carry out the work of issuing green electricity certificates for distributed projects (including self-generated and self-consumed electricity). It aims to achieve full coverage of green electricity certificate issuance for distributed projects by month-end December 2025. The Plan requires that green electricity certificates be issued based on electricity usage. For projects with full self-generated and self-consumed electricity, the electricity metered by the project's power generation meter (including losses and auxiliary power consumption) shall be used as the basis for issuing non-tradable green electricity certificates for self-generated and self-consumed electricity. For projects with surplus self-generated electricity fed into the grid, the electricity metered by the power generation meter (including losses and auxiliary power consumption) minus the electricity metered for grid connection shall be used as the basis for issuing non-tradable green electricity certificates for self-generated and self-consumed electricity, while tradable green electricity certificates shall be issued for the electricity fed into the grid.
