Wang Qiang, Director of the Traffic Management Bureau of the Ministry of Public Security, stated at a press conference on the theme of "High-quality Completion of the 14th Five-Year Plan" held by the State Council Information Office on July 23 that currently, the "intelligent driving" systems installed in cars sold on the market have not yet achieved the goal of "autonomous driving," and drivers remain the ultimate responsible parties. If drivers "let go of the steering wheel and take their eyes off the road" during vehicle operation, it not only poses serious road traffic safety risks but may also expose them to triple legal risks of civil compensation, administrative penalties, and criminal liability. In response, the public security organs will work with relevant departments to further strengthen standardized management.
