Italy Updates Agrovoltaic Funding and Regulatory Framework as Part of €1.1 Billion PNRR Initiative

In a significant development for Italy’s agrovoltaic sector, the Ministry of the Environment and Energy Security (MASE) has updated the ranking lists for allocating non-repayable grants geared towards developing agrovoltaic systems. These updates, published in Directorial Decrees No. 146/2025 and No. 147/2025, follow the selection procedures established by Ministerial Decree No. 436 of 22 December 2023. The initiative, part of the National Recovery and Resilience Plan (PNRR), is underpinned by approximately €1.1 billion in funding and aims to install at least 900 MW of photovoltaic capacity on agricultural land.

In conjunction with these updates, MASE has introduced regulatory changes to the incentive framework for agrovoltaic systems, enhancing flexibility in project commissioning deadlines and final expenditure reporting. These amendments, signed by Minister Gilberto Pichetto and currently awaiting approval by the European Union, are designed to facilitate smoother implementation of agrovoltaic projects. Additionally, the regulatory changes mandate that supported systems incorporate monitoring instruments to measure key environmental and agricultural parameters.

MASE has also marked several key milestones, including the approval of technical guidelines for agrovoltaic systems and the initiation of public consultations to refine the regulations. As part of the coordinated effort by various national agencies, the first applications for grant funding will be accepted in 2024, reinforcing Italy's commitment to sustainable agricultural practices and renewable energy integration in alignment with national and EU climate goals.
