US Congress Bill Threatens Tax Credits for Critical Mineral Production, Raising Supply Chain Independence Concerns

According to foreign media reports, a bill passed by the US Congress may cancel a tax credit bill aimed at supporting domestic critical mineral production, sparking concerns among miners and investors about the future independence of the US supply chain and financing for new projects. The so-called "One Big Beautiful Bill" was proposed earlier this year and passed by the House of Representatives in May. The bill proposes a gradual phase-out of the advanced product manufacturing tax credit introduced under Section 45X of the 2022 Inflation Reduction Act (IRA). This credit provides a 10% tax benefit for the mining, processing, and recycling of domestic critical battery metals and industrial minerals, including lithium, nickel, cobalt, and rare earths. Under the current bill, this credit will be gradually phased out starting from 2031 and fully eliminated by 2034. Other provisions of the plan, such as the tax credit for wind and solar components, will expire even earlier.
