1. Procurement Conditions

The purchaser for this procurement project, the procurement of raw coal for power generation in July 2025 (PGPWRSHHD250707222622) by the joint-stock company, is the Fuel Business Department Headquarters of Pangang Group Material Trade Co., Ltd. The funds for this procurement project are self-raised, and the project is now ready for procurement. A single-round public negotiation is being conducted.

2. Project Overview and Procurement Scope

2.1 Project Name: Raw Coal for Power Generation in July 2025 by the Joint-stock Company

3. Bidder Qualification Requirements

3.1 Consortium bidding is not allowed for this procurement.

3.2 For this procurement, bidders are required to meet the following qualification requirements:

(1) Circulation-type business license

(2) Production-type business license

3.3 For this procurement, bidders are required to meet the following registered capital requirements:

Production-type registered capital: 5 million yuan or above

Circulation-type registered capital: 5 million yuan or above

3.4 For this procurement, bidders are required to meet the following performance requirements:

Bidders must provide performance records of similar projects in the past three years (copies of contracts must be provided).

3.5 For this procurement, bidders are required to meet the following capability, financial, and other requirements:

Financial requirements: The registered capital of the bidder for this project shall not be less than 5 million yuan. Multiple bidders are allowed to win the bid. The registered capital of production-type suppliers and circulation-type suppliers shall not be less than 30% of the bid amount (excluding tax) for this project.

Capability requirements: Please refer to the attachment for details (if necessary).

Other requirements: (1) Scanned copy of the business license (or duplicate);

(2) Scanned copy of the tax registration certificate (or duplicate) (except for those with a unified three-in-one certificate);

(3) Scanned copy of the organization code certificate (or duplicate) (except for those with a unified three-in-one certificate).

(4) New suppliers must provide, at the time of bidding, a valid sample review report issued by Pangang's technical and quality department within three months from the date of the tender announcement.

3.6 For this procurement, if the project is legally required to undergo tendering, the bid of a dishonest person subject to enforcement shall be invalid.
