On July 1, Hangzhou New Energy Investment and Development Co., Ltd. announced the bid winner candidates for its 2025 centralised procurement of PV modules. The project was divided into two sections. The bid winner candidate for Section 1 was Chint New Energy Technology Co., Ltd., with a bid price of 92,996,640 yuan and a unit price of 0.70452 yuan/W. The bid winner candidate for Section 2 was GCL SI, with a bid price of 62,568,000 yuan and a unit price of 0.711 yuan/W.
The tender announcement indicated that the bid inviter was Hangzhou New Energy Investment and Development Co., Ltd., and the project location was within Zhejiang Province (approximately 80% within Hangzhou and 20% outside Hangzhou).
From the perspective of the project's current budget, the total budget for the two sections was 167.2 million yuan (with a budget of 100.32 million yuan for Section 1 and 66.88 million yuan for Section 2). The maximum limit price per unit was set at 0.730000 yuan/W, and bids exceeding this limit were considered invalid.
The 2025 centralised procurement project of PV modules covered the supply (transportation to the designated location by the purchaser, excluding unloading), installation guidance, system commissioning support, acceptance, after-sales service, and warranty services for PV modules. The contract service period was one year from the date of contract signing (if the total supply quantity by the bid winner did not reach the contracted quantity but the contract period had already lasted for one year, the contract would be terminated). For this tender, one bid winner was selected for each section. Bidders could participate in the tenders for both sections simultaneously but could win at most one section. They could bid for both sections but could not win both. If a bidder was recommended as the bid winner for Section 1, their bid documents would still be reviewed for Section 2, but they would not be recommended as a bid winner candidate for Section 2 during the review process.
