3.4 For this procurement, the bidder must meet the following performance requirements:

When bidding, the bidder must provide performance certificates (scanned copies of contracts or invoices) for similar products from January 1, 2022, to the bid submission deadline. Bidders who have not uploaded performance records for supplying to Pangang will be considered as new suppliers.

3.5 For this procurement, the bidder must meet the following capability, financial, and other requirements:

Financial requirements: Registered capital of over 7 million yuan

Capability requirements: 1. The supplier must be a producer and must provide a "Hazardous Chemicals Production/Operation License".

2. The supplier must provide scanned copies of enterprise qualifications that have passed the annual inspection: (1) Business license (or duplicate); (2) Tax registration certificate (or duplicate), except for those with a unified social credit code; (3) Organization code certificate (or duplicate).
