SMM June 27 News: According to market feedback, from June 20 to June 26, the weekly production of sampled silicon plants in Xinjiang was 34,220 mt, with a weekly operating rate of 71%, an increase WoW. Yesterday, news spread about production cuts at large plants in Xinjiang, with a rapid pace of shutdowns. Over 20 units were cut compared to the previous week, and the daily production impact is estimated to be around 1,500-1,700 mt. The duration of the production cuts remains uncertain. Due to the sudden news of this large-scale production cut, expectations for the national supply in July have been revised downward compared to before. Next week, the sampled production in Xinjiang is also expected to decrease. In terms of market transactions, the main silicon contract held up well during the week, and the ex-factory self pick-up transaction prices for #553 silicon and #521 silicon from silicon enterprises in Xinjiang were around 7,700-7,800 yuan/mt.

The weekly production of sampled silicon enterprises in north-west China was 10,520 mt, with a weekly operating rate of 74%, unchanged WoW. The statistical scope for north-west China includes Qinghai, Ningxia, and Gansu. The operating conditions of sampled silicon enterprises were basically stable. The production price of #553 silicon was around 8,000 yuan/mt.

The weekly production of sampled silicon enterprises in Yunnan was 1,840 mt, with a weekly operating rate of 17%. The change was relatively small WoW. The operating conditions of sampled silicon enterprises were basically stable during the week. As July approaches the rainy season, a relatively small proportion of silicon enterprises in the region have expressed willingness to resume production. The operating rate of silicon enterprises in the region has increased slightly, but it remains significantly lower than the same period last year.

The weekly production of sampled silicon enterprises in Sichuan was 5,860 mt, with a weekly operating rate of 51%, a slight increase WoW. The reason for selecting these samples is that the operating rate of the samples is higher than the regional operating rate, which is around 30%.

[SMM Steel] Vietnam Steel Prices Expected to Rise Ahead of Peak Season; H-Beam AD Duty Cut
[Vietnam] Vietnam’s steel market remained relatively stable, with construction steel prices ranging from 529–579 USD/tonne EXW, equivalent to around 531 USD/tonne EXW, while HRC prices stood at approximately 515–522 USD/tonne CFR Ho Chi Minh City. Market participants are adopting a wait-and-see approach as major mills are expected to announce new prices this week ahead of the September 2 Independence Day holiday, providing a clearer signal for near-term price direction. Steel prices are expected to rise as September–December enters the traditional peak consumption season and import costs increase. However, buyers remain cautious during the seventh lunar month, while some large distributors have lowered prices to stimulate sales. Existing mill support policies continue to offer spot-market discounts of around 3.8–7.7 USD/tonne, depending on purchase volume. Meanwhile, Vietnam has reduced the anti-dumping duty on H-shaped steel from China supplied by the Jinxi group to 6.78%, down from the previous 13.38%, following the third review. The lower duty could improve the competitiveness of Jinxi’s H-beam imports and increase competition for domestic producers.

[Vietnam] Vietnam Cuts Anti-Dumping Duty on H-Beams from Jinxi Group to 6.78%
Vietnam’s Ministry of Industry and Trade has lowered the anti-dumping duty on H-shaped steel from China supplied by Hebei Jinxi Section Steel and related companies to 6.78%, following the third review of the existing measures. The new rate, effective from September 4, 2026 to September 5, 2027, is significantly below the previous 13.38% rate. The adjustment could improve the price competitiveness of Jinxi’s H-beam exports to Vietnam and potentially increase import competition for domestic producers, while other Chinese suppliers remain subject to their existing anti-dumping rates.
