Turkey makes final ruling on anti-dumping sunset review of welded stainless steel pipes from China

On June 23, 2025, the Turkish Ministry of Trade issued Announcement No. 2025/12, making an affirmative final ruling in the second sunset review of anti-dumping duties on stainless steel welded pipes originating from the Chinese mainland and Taiwan, China (Turkish: Paslanmaz çelikten olanlar). It decided to maintain the anti-dumping duties set in Announcement No. 2019/3 of December 31, 2018, and continue to impose anti-dumping duties on the products in question based on the Cost, Insurance, and Freight (CIF) price. Specifically, the duty rate for Foshan Vinmay Stainless Steel Co., Ltd. from the Chinese mainland was 13.82%, while for Foshan Nanhai Qiuxun Stainless Steel Product Co., Ltd. and other Chinese mainland enterprises, it was 20.50%. For enterprises from Taiwan, China, the duty rate for YC Inox Co., Ltd. and Froch Enterprise Co., Ltd. was 7.98%, and for other enterprises from Taiwan, China, it was 11.50%. The measures took effect from the date of announcement and were valid for five years. The Turkish tax numbers for the products in question are 7306.40.20.90.00, 7306.40.80.90.00, and 7306.61.10.00.00.

On April 19, 2012, Turkey initiated an anti-dumping investigation on stainless steel welded pipes originating from the Chinese mainland and Taiwan, China. On March 15, 2013, Turkey began to impose anti-dumping duties on the products in question based on the CIF price, with duty rates for the Chinese mainland being 13.82% and 25.27% (refer to Announcement No. 2013/4 of the former Ministry of Economy). On March 2, 2018, Turkey initiated the first sunset review investigation on this case. On December 31, 2018, Turkey made an affirmative final ruling in the first sunset review of this case (refer to Announcement No. 2019/3), continuing to impose anti-dumping duties on the products in question, with duty rates for the Chinese mainland being 13.82% and 20.50%. On December 24, 2023, Turkey initiated the second sunset review investigation on this case.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
