






On June 20, 2025, the National Tariff Commission of Pakistan issued Notification No. 36/2015/NTC/CCB/SSR/2025, announcing the initiation of the second sunset review investigation into anti-dumping measures on Continuous Casting (Steel) Billets originating in or imported from China, in response to applications submitted on April 30, 2025, by Pakistani producers Amreli Steels Limited, Mughal Iron & Steel Industries Limited, and Frontier Foundry Steel Private Limited. The investigation period for this case spans from January 1, 2022, to December 31, 2024. The products under investigation are semi-finished products of iron and non-alloy steel, as well as alloy steel, falling under Pakistan Customs Tariff codes 7207.1110, 7207.1190, 7207.1210, 7207.1290, 7207.1910, 7207.1920, 7207.1990, 7207.2010, 7207.2020, 7207.2090, 7224.1000, and 7224.9000. These products are intended for use in re-rolling mills to produce rebar, wire rod, beams, channels, and T-irons, among others. During the investigation period, the existing anti-dumping duties will remain in effect. The final ruling is expected to be issued within 12 months from the date of the notification. The notification shall come into force from the date of its issuance.
Interested parties should register their responses within 15 days, submit applications for hearings within 30 days, and provide case comments and evidentiary materials within 60 days from the date of the notification.

On August 5, 2015, Pakistan initiated an anti-dumping investigation into Continuous Casting (Steel) Billets originating in or imported from China. On June 22, 2017, Pakistan issued an affirmative final ruling in this case, deciding to impose an anti-dumping duty of 24.04% on the products under investigation based on the cost and freight (C&F) value, with a validity period of five years, starting from June 22, 2017. On June 14, 2022, Pakistan initiated the first sunset review investigation into this case. On October 26, 2023, Pakistan issued an affirmative final ruling in the first sunset review, deciding to continue imposing an anti-dumping duty of 24.04% on the products under investigation, with a validity period of three years, starting from June 22, 2022.
