The Eurasian Economic Commission continues to impose anti-dumping duties on seamless steel pipes from China

On June 24, 2025, the Department for Internal Market Protection of the Eurasian Economic Commission issued Notice No. 2025/442/AD27R1, deciding, in accordance with Resolution No. 56 of the Eurasian Economic Commission dated June 24, 2025, to maintain the anti-dumping duties set by Resolution No. 218 of 2019 unchanged and continue to impose an anti-dumping duty of 15.50% on seamless steel pipes originating in China, valid until June 23, 2030. The products in question are seamless corrosion-resistant stainless steel pipes with an outer diameter not exceeding 650 millimeters (inclusive) and a circular cross-section. The Eurasian Economic Union tariff codes for the products in question are 7304491000, 7304499301, 7304499309, 7304499501, 7304499509, and 7304499900. Meanwhile, Resolution No. 145 of December 17, 2024, which extended the validity period of the existing anti-dumping duties until September 24, 2025 (inclusive), was repealed. The notice came into effect on July 24, 2025.

On September 4, 2018, the Eurasian Economic Union initiated an anti-dumping investigation into seamless steel pipes originating in China. In accordance with Resolution No. 218 of the Eurasian Economic Commission dated December 3, 2019, the Eurasian Economic Union imposed an anti-dumping duty of 15.50% on Chinese seamless steel pipes from February 1, 2020, with a validity period of five years until January 31, 2025. On September 25, 2024, the Eurasian Economic Commission initiated the first sunset review investigation into this case. On December 20, 2024, the Eurasian Economic Commission extended the validity period of the existing 15.50% anti-dumping duty until September 24, 2025 (see Resolution No. 145 of December 17, 2024). On April 17, 2025, the Eurasian Economic Commission issued the final disclosure of the first sunset review of this case, recommending the continuation of the 15.50% anti-dumping duty on the products in question for a validity period of five years.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
