Australia Postpones Release of Basic Facts Report and Final Ruling Recommendations on Anti-Dumping and Countervailing Duties Against Hot-Rolled Steel Coil from China

On June 19, 2025, the Australian Anti-Dumping Commission issued Notice No. 2025/048, announcing the extension of the deadline for publishing the Statement of Essential Facts (SEF) and final recommendation report on the anti-dumping and countervailing investigation into hot rolled coil steel imported from China. The Australian Anti-Dumping Commission expects to complete the SEF for this case no later than December 10, 2025, and submit the final report to the Australian Minister for Industry and Science no later than February 25, 2026.

On November 15, 2024, the Australian Anti-Dumping Commission issued Notice No. 2024/093, announcing the initiation of an anti-dumping and countervailing investigation into hot rolled coil steel imported from China, in response to an application submitted by the Australian domestic enterprise BlueScope Steel Limited. The products under investigation are hot rolled coil steel of all thicknesses (including sheet), with or without embossed patterns (commonly known as checker plate), whether or not alloyed, uncoated, clad, or coated (except for oil coating). Steel plate products and flat steel bars are not within the scope of the investigation. The HS codes of the products under investigation in Australia are 7208.10.00.31, 7208.25.00.32, 7208.26.00.33, 7208.27.00.34, 7208.36.00.35, 7208.37.00.36, 7208.38.00.37, 7208.39.00.38, 7208.40.00.39, 7208.53.00.42, 7208.54.00.43, 7208.90.00.30, 7211.14.00.40, 7211.19.00.41, 7225.30.00.17, 7225.40.00.22, 7225.40.00.24, and 7226.91.00.67. The dumping investigation period for the case is from October 1, 2023, to September 30, 2024, and the injury investigation period starts from October 1, 2020.

China Steel Market Export : [Sheets & Plates] Today, HRC export prices continued to decline by 2 USD/tonne on a daily basis, with transaction prices at 496-504 USD/tonne. Domestic futures fell, and market inquiry activity weakened somewhat. Domestic traders reported that tax-exclusive offers appeared in multiple northern markets, and congestion at some ports persisted. [Steel Billet] Today, square billet export prices were at 473-475 USD/tonne, easing slightly by 1 USD/tonne DoD. Recently, northern market offers were on the high side, but high-priced resources failed to close deals. Additionally, inquiries from outside China weakened, with buyers adopting a wait-and-see approach, and inquiry prices remained 3-5 USD/tonne below market prices. [Rebar] Today, rebar export offers eased slightly by 1 USD/tonne. According to some market participants, rebar inquiry activity was weak with lackluster transactions, and some steel mills plan to venture into markets outside China to seek new order-taking opportunities.
