1. LONGi and Jinko Lower Quotations! Will Shipments "Boost" Overseas Markets in July?

This week, the range of PV module price reductions expanded, spreading from second- and third-tier producers to top-tier ones. LONGi and Jinko lowered their quotations. With sluggish domestic market demand, top-tier and some second- and third-tier producers are actively exploring overseas markets. Some companies are expected to see overseas module shipments account for over 50% of their total in July. Additionally, there were rumors of production restrictions, but they were refuted. In July, top-tier producers adopted differentiated production scheduling strategies. Prices of different types of modules all declined. In the first half of the week, price adjustments for high-power modules stimulated order signing. Distributed demand decreased, and centralized demand dropped significantly. 2. Notice from the Department of Housing and Urban-Rural Development of Heilongjiang Province and the Department of Industry and Information Technology of Heilongjiang Province on Soliciting Products That Meet the Green Building Materials Demand Standards for Government Procurement

To implement relevant notices, the Department of Housing and Urban-Rural Development and the Department of Industry and Information Technology of Heilongjiang Province plan to compile the "Recommended Catalog of Green Building Materials Products for Government Procurement in Heilongjiang Province" based on the "Demand Standards". They are now soliciting green building materials products. The scope of solicitation includes products that have obtained certification or meet the "Demand Standards", covering ten major categories such as main structures and foundation works. Applications shall be organized by relevant municipal (prefectural) departments and industry associations (societies) as required, with materials to be submitted before August 1 each year. The provincial departments of housing and urban-rural development and industry and information technology will conduct reviews and demonstrations before Q4, and publish the annual "Catalog" after public announcement without objections.

 

3. Review Opinions of the Yunnan Provincial Development and Reform Commission on the Energy Conservation Report of the Yongren Vanadium Redox Flow Energy Storage Project of Chuxiong Jinju Electric Power Co., Ltd.

The Yunnan Provincial Development and Reform Commission reviewed the energy conservation report of the Yongren Vanadium Redox Flow Energy Storage Project of Chuxiong Jinju Electric Power Co., Ltd. The project's construction scale includes a 300MW/1200MWh vanadium redox flow energy storage power station, etc. The annual comprehensive energy consumption equivalent is 29,680.49 mt of standard coal, etc. In principle, the energy conservation report is approved. The construction unit shall implement the measures in the report and the requirements of the review opinions. In case of major changes, an application for modification shall be submitted. The Chuxiong Prefectural Development and Reform Commission shall conduct supervision and inspection and implement the energy conservation target responsibility system. The review opinions are valid for two years. If the project fails to commence within the validity period or is completed beyond the deadline, a new review will be required.

 

4. Shandong: Notice on Ensuring a Smooth Transition and Connection of the Power Market in 2025

To implement the spirit of relevant documents, Shandong issued a notice on ensuring a smooth transition of the power market in 2025. Firstly, it clarifies the principles for dividing existing and incremental new energy projects. Secondly, it elaborates on the market participation methods of centralized and distributed projects during the transition period, including aspects such as trading, metering, and settlement. It also mentions inter-provincial trading and green electricity trading. Thirdly, it explains other matters, such as the relationship between the execution scope of contracts and mechanism-based electricity prices for existing projects, regulations on the implementation of prices during the commissioning period, and power purchase transactions conducted by power grid enterprises on behalf of others. This notice will come into effect on June 1, 2025.

 

5. Notice from the Provincial Energy Administration on Issuing the Construction Plan for 21 Wind and PV Power Generation Projects, Including the Wind Farm in Baini Town, Zhijin County

The Provincial Energy Administration has issued the construction plan for 21 projects, including the wind farm in Baini Town, Zhijin County, with a total installed capacity of 2.305 million kW. The energy administrations of Bijie City and Qianxinan Prefecture, as well as relevant enterprises, including Guizhou Power Grid Co., Ltd., Guizhou Wanfeng Electric Power Co., Ltd., and relevant new energy enterprises, are required to implement the plan as required. The energy administrations of Bijie City and Qianxinan Prefecture are required to guide project entities in carrying out preliminary work in accordance with the requirements for new energy project construction, and to apply for approval (for wind power projects) and registration (for PV power generation projects) on time to advance project construction. The notice also includes an Excel file of the project construction plan, which was published on June 20, 2025.

 

6. Accelerated Construction of the National Unified Electricity Market The national unified electricity market is an important part of the national unified market.

China has achieved significant results in the construction of its electricity market in terms of market mechanism establishment and scale growth, such as improved regulations, the formation of a multi-level framework, and increased transaction volumes. The electricity market plays a role in "ensuring supply, promoting transformation, and stabilizing prices." With the influence of factors such as the development of new energy, it is necessary to accelerate the construction and improvement of the electricity market system. According to the plan, a preliminary national unified electricity market will be established by 2025 and fully established by 2029. This is a necessary choice to support the construction of a new development pattern, fulfill the tasks of power system reform, and achieve energy transformation.

 

7. Failed to be Auctioned Off Six Times! A Subsidiary of a Jiangsu PV Enterprise to Be Auctioned Again

The administrator of Jiangsu Fengguyuan Energy Storage Technology Research Institute Co., Ltd. will auction 100% of the equity it holds in Tibet Mengshi Fengguyuan PV Technology Co., Ltd. on July 20, with a starting price of 1.051 million yuan. Since October 2023, this equity has failed to be auctioned off six times, with the initial starting price being 600 million yuan. Tibet Mengshi Fengguyuan PV Technology Co., Ltd. has a registered capital of 10 million yuan, with a subscribed capital of 10 million yuan and a paid-in capital of 0 yuan. It is insolvent, with liabilities exceeding assets, multiple creditors, and is involved in two civil cases requiring the payment of over 600 million yuan. There are also cases of debt mortgages and pledges.

 

8. PC General Contracting Tender for Huadian Hebei's 300MW PV Base Project!

On June 19, a tender for the PC general contracting of the Hebei Huadian Laoting 300MW PV Base Project was issued. The bid inviter is Huadian Laoting New Energy Co., Ltd., and the funds are self-raised. The project is located in Jianggezhuang Town, Laoting County, with the PV area covering approximately 7,667.86 acres. The project plans to construct a 300MW PV power generation system, including the construction of a new 220kV booster station. The tender is divided into three sections: A, B, and C, with the tender scope covering the entire project process. The planned construction period is 6 months, with construction starting on July 15, 2025, and completion on December 30, 2025. Bidders are required to have relevant performance records. Consortium bids are not accepted. The deadline for bid submission/opening is 09:00 on July 14, 2025.
