PC Tender for Huadian Leting 300MW PV Base Project

On June 19, Hebei Huadian Leting 300MW PV Base Project launched a tender for the PC general contracting. The tender announcement indicated that the project is divided into three sections: A, B, and C. The project is planned to construct a 300MW PV power generation system, with a rated capacity of 300MW on the AC side and a rated capacity of 386.31384MWp on the DC side. A new 220kV booster station will be built, along with a self-built 45MW/180MWh energy storage system (ESS). The outgoing transmission line will be approximately 10 kilometers long.

The specifics are as follows:

Equipment Procurement: This includes, but is not limited to, fixed supports, cables, 35kV switchgear, reactive power compensation devices, low-voltage distribution equipment, control and protection equipment, collection and protection equipment, fire protection and drainage equipment within the scope of the tender. It also covers the unloading, transportation, secondary reshipment, and storage of all equipment and materials, as well as the storage of materials supplied by Party A, the setup of equipment storage yards, secondary reshipment, and the provision of all materials, spare parts, special tools, consumables, and relevant technical documentation. Additionally, it includes related technical services, design liaison, equipment arrival inspection, module arrival and installation detection, equipment installation, commissioning, testing, and performance testing.

Acceptance Work: Responsible for all acceptance work related to the project, including but not limited to quality supervision acceptance, environmental protection acceptance, fire protection acceptance, completion acceptance, standard operation acceptance, and archives acceptance, and bearing the corresponding costs.

Construction Coordination: Responsible for coordinating local relations within the construction scope. This includes, but is not limited to, the following: handling the coordination and negotiation of all land acquisition and long-term land lease contracts within the construction scope, with the bidder responsible for the incurred costs, while the bid inviter is responsible for the costs of permanent land acquisition and long-term land leases. Responsible for the coordination, compensation, and clearance costs of ground attachments. Responsible for the coordination of construction work with villagers, village collectives, and local governments at all levels during the project construction process, civil compensation work, resolving work obstruction issues (including but not limited to compensation for damages caused by construction, compensation for road use, temporary land leases, material and equipment storage, temporary price collapse caused by construction activities, dumping of domestic waste, and storage of construction debris), and all other coordination and cost-related work within the project scope. Responsible for the coordination of temporary land use for the site area, cable laying, construction roads, warehouses, and other temporary land uses, as well as the associated land use costs. Responsible for the fabrication and installation of various permanent and temporary signboards related to the project construction as required by the bid inviter.

Data Collection: Responsible for the collection (including but not limited to equipment and material certificates, material certificates, test reports), compilation, printing, binding, and handover for archiving of all project-related data. Arrange for professional data clerks to compile and collect data in sync with the construction work, and cooperate with the supervisor in preparing quality supervision data.

"Three Simultaneities" Work for Construction Projects: Responsible for all "Three Simultaneities" work related to this project, including soil and water conservation, environmental protection, safety facilities, fire protection, and occupational health protection facilities. Prepare special plans and meet the regulatory and acceptance requirements of China Huadian Corporation Ltd. and relevant government departments, including but not limited to the following: ① Organize construction based on the land reclamation plan provided by the bid inviter, strictly ensuring that the reclamation quality meets the standards; if adjustments to the plan are required due to changes in site conditions, they must be implemented after written confirmation from the bid inviter, and the bidder shall bear the corresponding costs and responsibilities. After the completion of the reclamation project, organize and pass the acceptance. ② Implement whole-process governance work in accordance with soil and water conservation and environmental protection measures to ensure that design standards are met; after project completion, carry out special acceptance for soil and water conservation and environmental impact assessment, and obtain government department filing or approval documents. ③ Be responsible for entrusting soil and water conservation monitoring and environmental impact assessment units to conduct soil and water conservation detection and environmental impact detection for the project, provide materials, and rectify problems until they meet the requirements of relevant government departments and pass the environmental protection and soil and water conservation completion acceptance. ④ Be responsible for the detection, acceptance, and filing of the project's fire protection facilities, implement the measures specified in the safety facilities design section, complete the construction of occupational health protection facilities, and pass the acceptance. ⑤ If the "Three Simultaneities" work fails to pass the acceptance, the bidder shall unconditionally rectify and bear the relevant costs until it meets the acceptance standards.

Requirements for High-Quality Projects: According to the "Guidance on Creating High-Quality Power Projects for China Huadian Corporation Ltd.", the project shall create an ecological civilization and clean high-quality project. Objectives for the Ecological Civilization Project: Adhere to ecological priority and green development, place the construction of ecological civilization in a prominent position in engineering construction, integrate ecological civilization construction into all aspects and the entire process of engineering construction, efficiently utilize resources, strictly protect the ecological environment, coordinate the promotion of high-quality development and high-level protection, and promote harmonious coexistence between humans and nature. Objectives for the Clean Project: Focus on creating a high-quality project to strengthen Party building, enhance the construction of a clean government and Party conduct, strengthen intra-Party supervision, prevent corruption from the source, strengthen awareness of rules and discipline, strengthen clean government education and team building, establish a "close and clean" cooperative relationship among all parties involved in the construction, create a clean political ecosystem for high-quality projects, and establish a "three-clean enterprise". Based on the above objectives, prepare and earnestly implement a plan for creating a high-quality project.

The bidder shall be fully responsible for the work within the scope of work mentioned above, and all costs involved shall be included in the total contract price. The bidder shall fulfill the contract to achieve this objective. Specific details are provided in the employer's requirements, and the bidder's quotation shall cover all the requirements specified by the employer.
