The content focuses on two aspects: in attracting private investment, it aims to improve the mechanism for private enterprises to participate in major projects, support their involvement in infrastructure and other projects, encourage investment in power distribution, oil and gas reserves, and other fields, attract private enterprises to take minority stakes in state-owned enterprise projects, promote energy development plans, and encourage the construction of self-consumption distributed PV systems; in deeply implementing tax reduction and cost-cutting measures, it aims to implement tax and fee reduction policies, encourage enterprises to build distributed PV systems, and reduce the cost of data usage for private enterprises.
