Kuwait Launches Bidding for 500MW Solar Project Under Renewable Energy Plan

Kuwait has opened the bidding process for a 500-megawatt solar photovoltaic (PV) plant, as part of Phase III, Zone 2 of the Al Dibdibah and Al Shagaya Renewable Energy Program.

Kuwait has opened the bidding process for a 500-megawatt solar photovoltaic (PV) plant, as part of Phase III, Zone 2 of the Al Dibdibah and Al Shagaya Renewable Energy Program. The plant will be located in Jahra Governorate, about 100 km west of Kuwait City, and will supply power to the national grid.

The selected developer will handle the project’s full lifecycle — design, financing, construction, operation, and maintenance — with ownership transferring to the government after 30 years. Power generated will be sold to MEWRE under a long-term power purchase agreement (PPA).

KAPP and MEWRE have appointed Ernst & Young as Lead and Financial Advisor, DLA Piper as Legal Advisor, and DNV as Technical and Environmental Advisor. Interested parties must submit qualifications by 24 July 2025.
