According to Polaris Energy Storage Network, in May, Dingxi City, Gansu Province, issued an EPC tender for the integrated PV ESS and charging piles project in Anding District. The bid inviter for this project is Dingxi Anding New Energy Investment Co., Ltd., and the project has set a maximum bidding price limit of 139.0835 million yuan. The charging piles required for the project are mainly distributed in the central urban area of Anding District, including 145 charging piles in administrative office areas, 272 charging piles in the parking lots of some property communities, 191 charging piles in public parking spaces around the communities, 397 charging piles in the town centers and other areas of various townships, and 69 charging piles in the integrated PV ESS and charging piles construction areas. Specifically, the project includes the construction and renovation of parking lots and charging stations, site hardening and sunshade construction, parking space markings, installation of charging facilities such as charging piles and transformers, improvement and coverage of transmission and distribution power grids, energy storage facilities, intelligent platforms, and other supporting facilities.

Public Tender Announcement for the Integrated PV ESS and Charging Piles Infrastructure Construction Project in Anding District, Dingxi City

1. Tendering Conditions

The integrated PV ESS and charging piles infrastructure construction project in Anding District, Dingxi City, has been approved for construction by the Development and Reform Bureau of Anding District, Dingxi City, with the approval document No. [2024]201 issued by the Examination and Approval Division of the Development and Reform Bureau of Anding District, Dingxi City. The construction funds are self-raised, and the bid inviter is Dingxi Anding New Energy Investment Co., Ltd., with Gansu Shengping Engineering Project Management Co., Ltd. serving as the tendering agency. The project now meets the tendering conditions, and a public tender is hereby announced for the design-build (EPC) of this project.

2. Project Overview and Tender Scope

2.1 Construction Location: Urban area of Anding District, Dingxi City.

2.2 Project Overview: The construction of automobile charging piles is mainly distributed in the central urban area of Anding District. Specifically, there are 145 charging piles in administrative office areas; 272 charging piles in the parking lots of some property management residential compounds; 191 charging piles in public parking spaces around residential compounds; 397 charging piles in the town centers and other areas of various townships; and 69 charging piles in the integrated PV ESS and charging piles construction areas. Details include: the construction and renovation of parking lots and charging stations, site hardening and sunshade construction, parking space markings, installation of charging facilities such as charging piles and transformers, improvement and coverage of transmission and distribution power grids, energy storage facilities, intelligent platforms, and other supporting facilities.

2.3 Tender Scope: This includes (but is not limited to) the design, construction, and other work of this project until project completion and acceptance (the final scope of engineering construction shall be subject to the construction drawings and bill of quantities signed and recognized by the bid inviter). Handover procedures shall be completed with the owner, and a qualified project shall be handed over.

2.4 Section Division: This project is divided into one EPC general contracting section.

2.5 Construction Period Requirements:

The total construction period is required to be 730 calendar days.

The design commencement date is June 25, 2025,

the construction commencement date is July 30, 2025,

and the project completion date is July 30, 2027.

2.6 Project Quality: The design shall meet national, provincial, municipal, and industry standards as well as construction requirements, and shall ultimately pass the review of relevant administrative authorities. The quality of construction and installation works shall meet the qualified standards and the requirements of the planning and design scheme.

3. Bidder Qualification Requirements

3.1 The bidder must be an independent corporate entity legally registered within the territory of the People's Republic of China.

3.2 The bidder must possess the following qualifications simultaneously:

① Design Qualification Requirements:

The bidder must possess a Class B or above design qualification for the municipal industry issued by the national construction administrative authority.

② Construction Qualification Requirements:

The bidder must possess a Class II (including Class II) or above qualification for general contracting of municipal public works construction issued by the construction administrative authority, and shall have the corresponding engineering general contracting capabilities in terms of personnel, equipment, funds, etc.

3.3 The project leader (project manager) shall possess a Class I registered constructor certificate for municipal engineering and hold a valid safety production assessment certificate.

3.4 The proposed technical leader for the project's construction must have a senior (including associate senior) technical title and cannot be the same person as the design leader. The proposed safety production leader for the project shall hold a valid safety production assessment Class C certificate.

3.5 Bidders listed on the "Credit China" website as dishonest persons subject to enforcement shall not be allowed to participate in the bidding.

3.6 Bidders must provide query results from the China Judgments Online website showing no record of bribery crimes in business activities within the past three years from the date of the announcement.

3.7 Joint bidding is accepted for this tender. If the bidder is a joint venture, it must be composed of a construction unit and a design unit. The leading member of the joint venture must be the construction unit, and the number of members in the joint venture shall not exceed two.
