3GW! Change in Frame Procurement for CRCC's TOPCon Modules

On May 27, China Railway Construction Network Information Technology Co., Ltd. issued a change announcement for the 2025 framework procurement tender for PV modules. Compared with the previous tender documents, the period for obtaining the tender documents has been changed from May 20, 2025 to May 26, 2025, to May 26, 2025 to May 30, 2025. The bid opening date has been changed from June 12 to June 16.

Announcement on Changes to the 2025 Framework Tender for PV Module Procurement by China Railway Construction Network Information Technology Co., Ltd., dated May 27.

In comparison with the previous tender documents, the period for obtaining the tender documents has been changed from May 20, 2025 to May 26, 2025, to May 26, 2025 to May 30, 2025. The bid opening date has been changed from June 12 to June 16.

According to the announcement, the 2025 framework procurement of PV modules by China Railway Construction Network Information Technology Co., Ltd. is estimated to have a total procurement volume of 3 GW. The PV module technology is N-type monocrystalline silicon double-sided double-glass TOPCon, with the validity period extending until December 31, 2025. In the event of significant changes in prices or technology due to policy or market reasons during the execution of the framework procurement, which result in the tender results violating the principle of market fairness, the bid inviter may terminate this framework procurement. The specific procurement volume will be based on the actual project requirements.

Scope of the project tender: PV modules and accessories, special tools, spare parts, consumables, technical services, spot-check tests, freight and insurance, insurance for product quality and power generation efficiency, taxes, and other related items.

Delivery date: Ensure compliance with the commissioning requirements for each project in 2025.

Others: Bidders shall complete the following tasks as required: design, manufacturing, testing, spot checks, packaging, transportation to the site and delivery at the truck board, on-site unpacking inspection,

installation guidance, commissioning tests, trial operation, defect elimination, performance guarantee assessment and acceptance, technical services, taxes, insurance premiums, and maintenance and repair during the warranty period. Bidders are responsible for collaborating with the bid inviter and the design institute to optimize the project plan, ensuring the maximization of benefits throughout the entire life cycle of the project.
