Mexico Initiates Anti-Dumping Sunset Review Investigation on US Longitudinally Welded Carbon Steel Pipes

On May 21, 2025, the Mexican Ministry of Economy issued an announcement stating that it had initiated the fourth sunset review investigation on anti-dumping measures against longitudinally welded carbon steel pipes (Spanish: tuberí a de acero al carbono con costura longitudinal recta) originating in the US. The dumping investigation period for this case spans from March 1, 2024, to February 28, 2025, while the injury investigation period covers March 1, 2020, to February 28, 2025. The products under investigation are longitudinally welded carbon steel pipes with an outer diameter greater than 0.4064 meters and less than or equal to 1.2192 meters, and a pipe wall thickness ranging between 0.00477 meters and 0.0254 meters, falling under TIGIE tariff codes 7305.11.02 and 7305.12.91. During the investigation period of this case, the existing anti-dumping duties will remain in effect. The announcement will take effect from the day following its issuance.

Interested parties should register their responses, submit comments on the case, and provide evidentiary materials within 28 working days from the day following the issuance of the announcement.

On August 29, 2003, Mexico initiated an anti-dumping investigation against longitudinally welded carbon steel pipes originating in the US. On May 27, 2005, Mexico issued an affirmative final ruling in this case and began imposing anti-dumping duties on the US products under investigation. Subsequently, Mexico conducted three sunset reviews, issuing affirmative final rulings and extending the duty collection periods on November 18, 2011, July 11, 2016, and August 30, 2021, respectively.

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
