Imports of unlisted rare earth oxides from Myanmar increased tenfold in April! [SMM Analysis]

[SMM Analysis: Rare Earth Import and Export Data for March Released, Imports of Rare Earth Metal Ores Expected to Continue Declining] From January to April 2025, China's imports of unlisted rare earth oxides reached approximately 12,849 mt, a 30% YoY decline. Among them, imports of unlisted rare earth oxides in April amounted to around 6,536 mt, showing an approximate 4% YoY increase and a roughly 204% MoM increase.

SMM May 22 News: Recently, the General Administration of Customs released the import and export data for the period from January to April 2025. According to customs data, China's imports of rare earth metal ores totaled 17,614 mt from January to April 2025, down 5% YoY. In April alone, imports reached 3,763 mt, up 18% MoM but down 24% YoY.

In mid-to-late April, MP announced that it would halt exports of rare earth ores to China. However, 3,744 mt of rare earth metal ores still entered China that month. It is understood that current domestic downstream demand remains relatively low, and the increase in ore supply has led to an overall weakening trend in rare earth oxide prices in April.

From January to April 2025, China's imports of unlisted rare earth oxides amounted to approximately 12,849 mt, a 30% decrease YoY. In April, imports of unlisted rare earth oxides reached approximately 6,536 mt, up about 4% YoY and approximately 204% MoM.

It is understood that the supply of rare earth ores in Southeast Asia has fully recovered, with a surge in imports of Myanmar ores in April. The volume of unlisted rare earth oxides from Myanmar increased tenfold MoM, and import activity remained robust in May. However, as the local area is expected to enter the rainy season, it is anticipated that import volumes in this category will begin to decline from June onwards.

From January to April 2025, China's imports of mixed rare earth carbonate totaled 3,412 mt, up 30% YoY. In April, imports reached 1,144 mt, down 26% MoM but up 173% YoY.

US Defense Dept Commits $500M Loan to Phoenix Tailings for Rare Earth Processing Facility
[SMM Rare Earth Flash News] The Office of Strategic Capital (OSC) of the US Department of Defense provided a conditional loan commitment of $500 million to rare earth refiner Phoenix Tailings. The loan, together with private capital, totals approximately $1 billion and will be used to build a rare earth midstream processing facility named "Freedom Facility," which will process various raw materials from mines, recyclers, etc., to produce light and heavy rare earth metals needed for US industrial and defense systems. Phoenix Tailings currently operates two metallization facilities in Burlington, Massachusetts and Exeter, New Hampshire. The new facility is targeted for initial operations in 2028.

[SMM Rare Earth Update] Australian mineral developer Arafura Rare Earths announced on June 30 that it has signed a binding offtake term sheet with a member of an Indian industrial group, under which it will supply 500 mt per year of Pr-Nd, dysprosium, and terbium oxides from its Nolans project in the Northern Territory, for an initial term of five years, with an option to extend for two years. The agreement is conditional upon the offtaker being formally designated as a beneficiary of the Indian government’s $815 million rare earth permanent magnet plan. The Nolans project is designed to produce 4,400 mt per year of Pr-Nd oxide and 470 mt per year of mixed medium-heavy rare earth oxides, with a mine life of at least 38 years, and can meet approximately 4% of global Pr-Nd demand. Combined with previously signed agreements with Hyundai, Siemens, and others, Arafura has now locked in 4,070 mt/yr of capacity (83.6%), with the remaining 370 mt/yr planned to be sold on the spot market.
