Tender for Flexible PV Module Frames for Distributed PV Power Generation (Phase II) and Other Projects at Sinopec Plant

On May 21, Sinopec Zhenhai Refining & Chemical Co., Ltd. reissued a tender (the first reissue) for the framework tender of flexible PV modules [for projects such as on-site distributed PV power generation (Phase II)], and the tender announcement for PV modules was released. The announcement indicated that the quantity of flexible PV modules for the framework tender [for projects such as on-site distributed PV power generation (Phase II)] was 23,835 sets.

On May 21, SINOPEC Zhenhai Refining & Chemical Co., Ltd. reissued a tender (the first reissue) for the framework tender of flexible PV modules [for projects such as on-site distributed PV power generation (Phase II)]. The tender announcement for the PV modules was released.

The announcement indicated that the quantity for the framework tender of flexible PV modules [for projects such as on-site distributed PV power generation (Phase II)] was 23,835 sets.

Qualification requirements:

(1) The bidder must possess a business license, tax registration certificate, and organization code certificate, or be registered under the "three-in-one" registration system, with a valid license. (2) The bidder must have the supply capability and quality control measures for the required materials, and the products provided in the past three years must not have had any major quality issues during use. (3) For two or more enterprises (companies) with the same legal representative; parent companies, wholly-owned subsidiaries, and their holding companies; or two or more enterprises (companies) with direct or indirect holding relationships or management relationships, only one of them may apply to bid. If multiple applicants bid simultaneously, all such applicants will be rejected from participating in this project's bidding. (4) For subsidiaries at various levels under the same parent company, only the parent company or one subsidiary may participate in the bidding for this project. If multiple applicants bid simultaneously, all such applicants will be rejected from participating in this project's bidding.

1.2 Financial requirements.

None.

1.3 Performance requirements.

(1) The bidder must provide one project performance record of bidding for lightweight flexible PV modules within the past five years. The bidder must provide the contract and corresponding invoice (only invoice information provided through the "Supplier Invoice" module in the bidding document preparation tool will be accepted). The project performance record must list the contract number, buyer's company name, industry, project name, material name, supply quantity, and supply date information.

1.4 Reputation requirements.

(1) The bidder must not have had any major safety liability accidents in the past two years. A commitment letter signed by the legal representative or authorized representative and stamped with the official seal must be provided. (2) The bidder must not have been ordered to suspend production or business operations, have its license or business permit temporarily suspended or revoked; must not be in liquidation proceedings, declared bankrupt, or in any other situation that results in the loss of contract performance capability. (3) As of the bid submission deadline, the bidder must not have been listed by the State Administration for Market Regulation in the National Enterprise Credit Information Publicity System as a severely illegal and dishonest enterprise; must not have been listed by the "Credit China" website as a dishonest person subject to enforcement; and must not have been listed by the government service platform of the Ministry of Emergency Management of the People's Republic of China as a severely dishonest entity in work safety. (4) The bidder is not in the period of risk suspension or default suspension imposed by Sinopec.

1.5 Other requirements.

(1) The bidder shall provide the electronic version of the product manual for the lightweight flexible PV modules being bid. (2) For other technical disqualification items, please refer to the technical documents of the tender. The products provided shall meet the technical requirements of the tender documents (positive deviations are allowed). In the technical bid documents, specific and detailed responses shall be made to all items marked with "★" and "▲" one by one as required. The "Technical Specification Response Deviation Form" is required to be submitted. If any one of the items marked with "★" is not met, the bid will be rejected. If the cumulative number of items marked with "▲" that are not met reaches five, the bid will be rejected.

2. Consortium bidding is not accepted for this tender.

3. For this tender, bids from producers/manufacturers (where the tendered materials are produced by the bidder themselves, unless otherwise agreed in the tender documents) are accepted, while bids from agents and distributors are not accepted.
