China's Northwest Issues Rules for Short-term Balancing Market in Desert Regions

On May 15, the North-west China Regulatory Bureau of the National Energy Administration issued a notice on the issuance of the "Rules for the Operation of the Short-term Balancing Market for Supporting Power Supplies in the Large-scale Bases in the 'Desert, Gobi, and Wasteland' Regions of North-west China (Trial)". The notice stated that the market participants in the supporting short-term market include operating entities, power grid enterprises, and market operation institutions. Operating entities include power generation entities and new-type operating entities. Power generation entities include thermal power, wind power, PV power, and concentrated solar power (CSP) plants connected to the north-west China power grid and directly dispatched by provincial-level or higher power dispatching institutions. Among them, thermal power and CSP plants participate in the market on a unit basis, while wind power and PV power plants participate on a plant basis. For wind-solar hybrid power plants, participation is on a dispatch control unit basis.
