






According to the website of the Ministry of Commerce, in order to thoroughly implement the decisions and arrangements of the CPC Central Committee and the State Council, on May 12, 2025, the Office of the National Export Control Coordination Mechanism organized the Ministry of Commerce, the Ministry of Industry and Information Technology, the Ministry of Public Security, the Ministry of State Security, the Ministry of Natural Resources, the Ministry of Transport, the State-owned Assets Supervision and Administration Commission of the State Council, the General Administration of Customs, the State Administration for Market Regulation, the State Post Bureau, as well as local authorities from strategic mineral resource-concentrated provinces such as Inner Mongolia, Jiangxi, Hunan, Guangdong, Guangxi, Guizhou, and Yunnan, to hold a deployment meeting on strengthening the whole-chain control of strategic mineral exports in Changsha City, Hunan Province.
The meeting pointed out that the export control of strategic minerals is crucial to national security and development interests, and strengthening the whole-chain control of exports is the key. All departments and localities should strengthen training, guidance, and daily supervision of relevant business entities in their respective fields and regions, adhere to the principle of "prevention first, response ahead," closely track the flow of strategic minerals, enhance information analysis and sharing, promptly issue warnings and take relevant measures, and strictly prevent the illegal outflow of strategic minerals.
The meeting emphasized that all departments should closely cooperate, fulfill their regulatory responsibilities in each link of strategic mineral exploitation, smelting, processing, transportation, manufacturing, sales, and exports in accordance with their respective responsibilities, and effectively strengthen whole-chain control. Local people's governments should strengthen their local regulatory responsibilities, systematically investigate and establish ledgers for enterprises involved in each link of the whole-chain strategic mineral export in their respective regions, guide local enterprises to strengthen the construction of compliance systems, enhance enterprises' awareness and capabilities of compliance, and jointly ensure the effective implementation of control measures.
The meeting required that all departments and localities should strengthen horizontal coordination and vertical cooperation, and promote the whole-chain control of strategic mineral exports with a resolute attitude and effective measures to firmly safeguard national security and development interests.
