This includes promoting the release of standards for remote service and management of electric vehicles (EVs) and the implementation of safety requirement standards for power batteries, advancing the review and submission for approval of safety requirement standards for EVs, conducting pre-research on mandatory national standards for safety requirements of fuel cell electric vehicles and the recycling and utilization of power batteries, and continuously improving the safety level of EVs. On April 28, the Ministry of Industry and Information Technology (MIIT) released the key points of automotive standardization work for 2025, which include enhancing the safety standards of new energy vehicles (NEVs). This involves promoting the release of standards for remote services and management of electric vehicles (EVs), as well as the implementation of safety requirements for power batteries. It also includes advancing the review and approval of safety standards for EVs, conducting pre-research on mandatory national standards for safety requirements of fuel cell electric vehicles and the recycling and utilization of power batteries, and continuously improving the safety standards of EVs. Efforts will also be made to advance the review and approval of standards for the durability and thermal management systems of power batteries, accelerate the development of standards for all-solid-state batteries, in-service detection of power batteries, and identification labels for power batteries, and continuously optimize the performance requirements for power batteries. The development of standards for efficiency test methods of drive motor systems will be accelerated, and pre-research on standards for distributed drive motor systems, hybrid power systems, and onboard hydrogen systems will be conducted to strengthen the quality requirements for key system components. The release and implementation of standards for the safety requirements of battery swapping for commercial vehicles will be promoted, and the development of standards for charging performance, chassis battery swapping, and battery swapping compatibility testing will be accelerated. Pre-research on megawatt-level charging standards for commercial vehicles will also be conducted to enhance the convenience of EV usage.

Key Points of Automotive Standardization Work for 2025

In order to fully implement the spirit of the 20th CPC National Congress and the second and third plenary sessions of the 20th CPC Central Committee, earnestly implement the deployment requirements of the National Conference on Promoting New-Type Industrialization, and in accordance with the requirements of documents such as the "National Outline for Standardization Development" and the "Key Points of Industrial and Information Technology Standardization Work for 2025," this document aims to further improve the standard system, enhance the quality and efficiency of standards, strengthen implementation and application, leverage the leading and safeguarding role of standards, and support the transformation, upgrading, and high-quality development of the automotive industry through standardization. The key points of automotive standardization work for this year are hereby formulated.

I. Taking a Holistic Approach to Build the "Four Pillars and Eight Beams" of the Standard System

(1) Strengthening the Top-Level Design of the Automotive Standard System.Summarize the implementation of the "14th Five-Year Plan" technical standard system in the automotive industry and systematically evaluate its implementation effects. Initiate the preparation of the "15th Five-Year Plan" technical standard system for the automotive industry to promote the construction of a standard system that covers the entire industry chain, all processes, and the entire life cycle.

(2) Optimizing and Improving the Construction of Key Standard Systems.Continue to strengthen the overall planning of mandatory national standards for automobiles and enhance the expected outcomes of their formulation and implementation. Improve and implement the standard systems in key areas such as intelligent connected vehicles and automotive chips, continuously optimize the standard system for NEVs, accelerate the implementation of the automotive dual-carbon standard system, and promote the iterative updates of standard systems for automotive vehicles, system components, etc.

(3) Proactively Planning Standard Research in Cutting-Edge Fields.Analyze and assess the development trends and potential application scenarios of cutting-edge technologies, identify and judge the future directions of automotive standardization, promote the formulation and release of standard subsystems for automotive artificial intelligence, solid-state batteries, and battery swapping for EVs, initiate the construction of standard systems in new fields such as data governance and application, and conduct pre-research on the standardization needs of new business formats such as flying cars.

(4) Accelerating the Implementation of the Internationalization Strategy for Standards.Research and determine the work direction and implementation path for the internationalization of automotive standards, steadily advance key tasks such as the cultivation of international standardization projects and the overseas application of Chinese automotive standards, create an open and innovative global cooperation ecosystem, cultivate a team of compound international standardization talents who understand standards, foreign languages, and rules, and continuously enhance the contribution and influence of international standards.

II. Keeping Pace with Cutting-Edge Developments to Draw a "Blueprint for Standards" in Emerging Fields

(5) Enhancing the Safety Standards of NEVs.Promote the release of standards for remote services and management of EVs, as well as the implementation of safety requirements for power batteries. Advance the review and approval of safety standards for EVs, conduct pre-research on mandatory national standards for safety requirements of fuel cell electric vehicles and the recycling and utilization of power batteries, and continuously improve the safety standards of EVs. Efforts will also be made to advance the review and approval of standards for the durability and thermal management systems of power batteries, accelerate the development of standards for all-solid-state batteries, in-service detection of power batteries, and identification labels for power batteries, and continuously optimize the performance requirements for power batteries. The development of standards for efficiency test methods of drive motor systems will be accelerated, and pre-research on standards for distributed drive motor systems, hybrid power systems, and onboard hydrogen systems will be conducted to strengthen the quality requirements for key system components. The release and implementation of standards for the safety requirements of battery swapping for commercial vehicles will be promoted, and the development of standards for charging performance, chassis battery swapping, and battery swapping compatibility testing will be accelerated. Pre-research on megawatt-level charging standards for commercial vehicles will also be conducted to enhance the convenience of EV usage.

(6) Strengthening the Supply of Standards for Intelligent Connected Vehicles.Promote the approval, release, and implementation of standards for the design and operational conditions of autonomous driving, automatic parking, and autonomous driving simulation testing, accelerate the development of mandatory national standards for the safety requirements of autonomous driving systems, and establish a safety baseline for autonomous driving systems. Accelerate the formulation and revision of mandatory national standards for combined driving assistance systems and automatic emergency braking systems, revise the standards for lane-keeping assistance systems, promote the development of standards for reversing assistance, and enhance the safety levels of driving assistance products. Accelerate the promotion and implementation of standards for LTE-V2X direct communication vehicle-mounted information interaction systems, advance the development of standards for platooning, digital keys, and connected information assistance, and promote the accelerated application of connected functions. Promote the release and implementation of standards for information security engineering, accelerate the development of mandatory national standards for automotive cryptography, complete the review of standards for data security management systems and the classification and grading of automotive security vulnerabilities, accelerate the development of standards for the identification of important data, and enhance the capabilities for network security and data security assurance. Advance the development of standards for the functional evaluation, interaction safety, and biological retention monitoring of intelligent cockpits, improve the standard system for intelligent cockpits and human-machine interaction, conduct pre-research on standards for automotive artificial intelligence, and lead the integrated application of new technologies.

(7) Accelerating the Formulation and Revision of Standards for Automotive Chips.Accelerate the development of standards for the general specifications, information security, and conformance testing of automotive chips in terms of environment and reliability, and improve the basic evaluation methods for automotive chips. Promote the release and implementation of standards for security chips and power drive chips for EVs, complete the review and approval of standards for computing chips for intelligent cockpits, satellite positioning chips, infrared thermal imaging chips, and chassis control chips, accelerate the development of product standards for control chips, sensing chips, communication chips, storage chips, etc., to meet the application needs of automotive chip product selection and matching.

(8) Advancing the Research on Standards for Automotive Electronics.Continuously improve the standard system for automotive electromagnetic compatibility (EMC), promote the review and approval of mandatory national standards for EMC in road vehicles, solicit public opinions on standards for electrostatic discharge, etc., and promote the development of EMC standards for vehicle antenna OTA, electromagnetic environment adaptability, etc. Accelerate the development of standards for the functional safety, expected functional safety, and battery management system functional safety of autonomous driving systems to enhance the functional safety and expected functional safety levels of key systems. Conduct pre-research on standards for the reliability of accelerated testing of electronic equipment, promote the revision of standards for IP ratings and environmental evaluations, and enhance the quality levels of electrical and electronic equipment. Promote the review and approval of standards for onboard MEMS lidar and front-view assistance, solicit public opinions on standards for onboard display terminals, etc., accelerate the development of standards for onboard wireless radio reception systems and onboard inertial navigation, and standardize the product performance of onboard electronic components.

(9) Strengthening the Development of Standards for Green and Low-Carbon Automotive Technologies.Promote the release and implementation of standards for the evaluation methods and indicators of fuel consumption for passenger cars, the limit values of energy consumption for EVs, etc., accelerate the development of standards for the monitoring of onboard energy consumption for passenger cars, the pure electric utilization coefficient of light hybrid electric vehicles, and the evaluation of predictive cruise control systems for vehicles, conduct pre-research on standards for the evaluation of average fuel consumption for heavy commercial vehicle enterprises, technical specifications for hydrogen (ammonia) engine vehicles, and the classification and grading of automotive energy conservation, and continuously promote automotive energy conservation and emission reduction. Promote the release and implementation of standards for the terms and definitions of greenhouse gas management for road vehicles, product carbon footprint labeling, and carbon footprints of key products related to road vehicles and passenger cars, advance the review and approval of standards for the carbon emission accounting of engine manufacturing enterprises, end-of-life vehicle recycling and dismantling enterprises, etc., and the carbon footprint of engine products, accelerate the development of standards for the carbon emission accounting of vehicle manufacturing enterprises and the carbon footprints of key products such as EVs, power storage batteries, and drive motors, conduct pre-research on carbon emission reduction technology standards for automotive electronic identification, the use of recycled materials, and the comprehensive utilization of resources from end-of-life vehicles, and provide support for automotive carbon emission management.

III. Facilitating Transformation and Injecting "Upgrading Momentum" into Traditional Industries

(10) Strengthening the Support of Bottom-Line Standards for Automotive Safety.Promote the release and implementation of mandatory national standards for vehicles transporting dangerous goods, accelerate the development of mandatory national standards for the structural safety requirements of buses and the safety technical conditions of special school buses, advance the revision of standards for control indicators and vehicle visibility, and promote the upgrading of standards in general safety areas. Promote the release and implementation of mandatory national standards for side collisions and rear collisions, accelerate the development of standards for injury prevention in steering mechanisms and front visibility, promote the revision and pre-research of standards for automotive seats, side and rear underride protection, etc., and enhance the product technology levels in passive safety areas such as occupant protection, vehicle protection, and road user protection. Accelerate the formulation and revision of series standards for brake-by-wire and steer-by-wire systems in passenger cars, advance the development of standards for electronic stability control systems and brake assistance systems, initiate the revision of braking standards for commercial vehicles and trailers, and promote technological upgrades in active safety areas.

(11) Consolidating the Basic Support of General Automotive Standards.Accelerate the revision of mandatory national standards for the overall dimensions, axle loads, and mass limits of automobiles, trailers, and articulated vehicles, promote the pre-research on the formulation and revision of standards for the matching of main vehicles and trailers, electric trailers, etc., and consolidate the foundation for industrial development. Conduct research on the formulation and revision of standards for test methods, reliability, NVH (noise, vibration, and harshness), ergonomics, etc., and continuously promote the improvement of automotive quality. Advance the research on key standards in basic areas such as basic components, basic elements, corrosion resistance and aging resistance, and lightweighting.

(12) Conducting In-Depth Research on the Standardization of User Experience.Conduct research on new product technologies and standards for hidden door handles, active pre-tensioning seat belts, large-angle seats, and in-car warning sounds, etc., do a good job in pre-research on standards, and strengthen the feasibility demonstration of standard project initiation. Conduct research on standards for intelligent light projection to enhance the technical level of vehicle lighting and the interaction capabilities between vehicles and other road users.

IV. Aligning with International Practices and Expanding the "Cooperation Space" for International Standards

(13) Steadily Expanding the Institutional Openness of Standards.Continuously conduct tracking research on international standards, continuously improve the consistency of key technical indicators between Chinese automotive national standards and international standards, and achieve an international standard conversion rate of over 85% in the automotive industry. Vigorously promote the compilation of foreign language versions of national standards for the automotive industry, with mandatory national standards to be "translated as much as possible" in principle, accelerate the release of a batch of foreign language versions of standards for NEVs, and assist advantageous industries in "going global." Encourage the simultaneous submission of corresponding international standard proposals during the formulation and revision of national standards.

(14) Deepening the Coordination in the Formulation of Automotive Technical Regulations.Comprehensively track the dynamics and trends of the United Nations World Forum for Harmonization of Vehicle Regulations (WP.29), earnestly fulfill the obligations of the Contracting Party to the 1998 Agreement and the responsibilities of the Vice-Chair of the Working Party on Automated/Autonomous and Connected Vehicles (GRVA), the Informal Working Group on Automated Driving Systems (ADS IWG), and the Informal Working Group on Electric Vehicles and the Environment (EVE IWG), lead the development of key regulations such as those for autonomous driving systems and the durability of onboard batteries, and continuously enhance participation and contribution in international regulatory coordination work.

(15) Fully participate in the formulation of international technical standards. Effectively fulfill the responsibilities of conveners of international standard working groups for autonomous driving test scenarios, automotive perception sensors, and EV battery swapping, accelerate the development of international standards for vehicle-mounted radar, fuel cell systems, and EV battery swapping, and focus on promoting the establishment of international standards for EV power performance, passenger vehicle external protection, and electromagnetic compatibility, continuously enhancing the international status and influence of Chinese standards.

(16) Consolidate and expand global partnerships. Strengthen exchanges and cooperation with ASEAN countries on standards and regulations, and promote the implementation of the "China-ASEAN Advanced Automotive Standards and Regulations Partnership" by "point-to-area." Actively expand and deepen exchanges and cooperation with relevant countries in Europe, Central Asia, Africa, and South America in the field of automotive standards and regulations. Further leverage the pivotal and radiating role of the China Automotive Standards Internationalization Center (Geneva) to expand exchanges and cooperation with relevant international organizations.

V. Uphold Innovation and Enhance the "Governance Efficiency" of Automotive Standards

(17) Actively align with national strategic needs. Implement the deployment of documents such as the "Work Plan for Promoting High-Quality Economic Development through Standard Upgrades" and the "Action Plan for Driving Equipment Updates and Consumer Trade-ins through Standard Enhancements," complete the development of relevant standards with high quality and efficiency, and simultaneously strengthen the promotion and implementation of standards. Establish a proactive alignment mechanism for major national strategies and industrial policies, promote the simultaneous deployment and implementation of standards with strategies, plans, and policies, and strengthen the efficient connection between standards and the management of automotive enterprises and product access.

(18) Strengthen the interaction between standards and technological innovation. Implement the deployment requirements of the new industry standardization pilot project, conduct forward-looking layout pre-research on standards, strengthen the summary of phased results, and accelerate the development of standards for new technologies, new functions, and new products. Focus on emerging fields, target key links in the automotive industry chain, application scenarios, core technologies, and products, simultaneously accelerate the formulation and revision of key standards, or pilot the standard-first model, and carry out advanced and applicable standard development ahead of time according to the idea of "product generation, technology grading, and development phasing."

(19) Promote organizational construction upgrades and renewal. Initiate the re-election of the National Automotive Standardization Technical Committee, optimize the composition of members, actively include enterprises, industry organizations, and technical institutions with strong innovation capabilities and rich standardization experience, and improve the breadth and representativeness of member units. Continuously strengthen organizational construction, enhance the classified management and service of members, optimize and improve the mechanism of the Automotive Standardization Technical Committee's thematic seminars, and fully mobilize the enthusiasm of members and member units.

(20) Improve the quality and efficiency of automotive standard management. Improve the pre-assessment mechanism for standard establishment, closely monitor key links such as standard establishment, solicitation of opinions, technical review, and standard approval, further consolidate responsibilities, and improve the quality of standard argumentation and compilation. Build a full-process green channel for important and urgently needed standards, further compress the standard approval and submission cycle, and improve the overall formulation efficiency. Solidly carry out the evaluation of standard implementation effects, appropriately shorten the review cycle according to the speed of industry development, the frequency of technological iteration, and policy changes, and promote standard iteration and updates. Explore and promote "AI + automotive standardization," and empower automotive standardization construction with AI large models.

(21) Strengthen the promotion of automotive standards. Comprehensively use new media communication forms such as infographics and standard cloud courses to strengthen standard promotion from multiple angles and aspects. Continuously expand the breadth and depth of standard promotion and training, and strengthen the summary and promotion of enterprise standardization experience. Focus on the objective reality of automotive standardization, innovate work mechanisms and models, and continuously carry out theoretical policy research and practical application of automotive standardization. Actively introduce the achievements of automotive standardization work, promptly respond to public concerns, and guide the public to establish correct concepts and understanding.

(22) Deepen the coordination and linkage of automotive standards. Continuously deepen exchanges and cooperation between the automotive industry and related industries such as energy, information and communication, intelligent transportation, and traffic management, strengthen cross-industry and cross-field standardization technical organization collaboration, and consolidate the effectiveness of dual reporting. Widely solicit opinions and suggestions from relevant parties, simultaneously study the operability and implementability in the standard formulation process, strengthen the coordination of relevant implementation management departments, and ensure the smooth implementation of standards. Further strengthen the effective connection and coordination between national standards, industry standards, local standards, and group standards, optimize the supply structure of automotive standards, and form a good situation of coordinated and orderly mutual promotion.

(23) Strengthen the cultivation of standardization talents. Continuously organize and carry out a series of activities for the cultivation of automotive standardization talents, such as the selection and training of young automotive standardization experts, the university student automotive standard innovation competition, and the international young engineer exchange project for automotive standardization, innovate the forms and contents of activities, strengthen the cultivation of automotive standardization talents, and build a platform for exchange and practice for automotive standardization talents. Publish automotive standardization textbooks and promote their application and promotion in universities, and prepare a talent reserve for automotive standardization.
