80MW/160MWh! Tender for ESS of Ziyang Virtual Power Plant Green Demonstration Application Project in Sichuan

Polaris Energy Storage Network has learned that on April 27, the tender announcement for the first batch of energy storage equipment for the Green Demonstration Application Project of the Virtual Power Plant in Ziyang City was released. The bid inviter for the project is Ziyang Ruiyan Environmental Protection and Energy Technology Co., Ltd., a subsidiary of Ziyang Industrial Investment Group. The project is located in Ziyang City, Sichuan Province. In line with the work deployment requirements of the municipal party committee and government, the project aims to establish a virtual power plant platform (a comprehensive operation and management platform) and construct energy and power infrastructure, including PV ESS charging facilities, across the city. This includes 5.99 MW of distributed PV, 80 MW/160 MWh of user-side ESS, and 402 charging guns. Through the use of internet and IoT technologies, various types of resources, including distributed PV, user-side ESS, and charging and battery swapping facilities, will be connected to the platform and managed in a unified and aggregated manner, enabling resources to be "observable, measurable, and controllable." This will allow the resources to participate in power system operation and electricity market transactions as a special power plant, ensuring the reliability of the large power grid, promoting the high-proportion consumption of renewable energy, enhancing the flexibility of electricity consumption, and reducing energy costs for users. The total estimated investment for the project is 370 million yuan.

A manufacturer may only entrust one agent to participate in the bidding for equipment of the same brand and model. For bundled procurement of multiple types of equipment, the bid inviter shall select the main equipment and require the bidder to provide authorization. The main equipment includes: battery cabins, converter-booster integrated machines, liquid-cooled outdoor integrated cabinets, confluence cabinets, and energy management systems.

1.1 This tendering project, namely the First Batch of Energy Storage Equipment for the Green Demonstration Application Project of the Virtual Power Plant in Ziyang City (Project Name), has been approved for construction by the Ziyang Development and Reform Commission (the name of the project approval, authorization, or filing authority) with the approval document number and title being Chuantouzibei [2409-512000-04-04-768115] FGQB-0032. The project owner is Ziyang Ruiyan Environmental Protection and Energy Technology Co., Ltd. The construction funds are self-raised (source of funds), with the project's capital contribution ratio being 100%. The bid inviter is Ziyang Ruiyan Environmental Protection and Energy Technology Co., Ltd. The project now meets the tendering conditions, and a public tender is being conducted for the procurement of the first batch of energy storage equipment (equipment name) for this project.

1.2 This tendering project has been authorized by the Ziyang Development and Reform Commission (the name of the approval authority) with the tendering matter authorization document number being Chuantouzibei [2409-512000-04-04-768115] FGQB-0032. The tendering organization form is entrusted tendering. The tendering agency selected by the bid inviter is Sichuan Jinting Engineering Project Management and Consulting Co., Ltd.

2. Project Overview and Tendering Scope

2.1 Construction Location: Yanjiang District, High-tech Zone, Lingkong Economic Zone, Anyue County, Lezhi County, Zhonghe Town, etc., in Ziyang City.

2.6 Quality Standards: Compliance with relevant national and industry standards, as well as the parameter requirements specified in the technical specifications.
