Germany: New Round of Ground PV Tender Oversubscribed, Winning Electricity Prices Continue to Decline

The German Federal Network Agency recently announced the results of the ground-mounted PV project tender conducted on March 1, 2025. This round of tender once again saw oversubscription, reflecting the continued strong market enthusiasm. A total of 420 bid projects were received in this round, with a combined capacity of 3.839GW, significantly higher than the 2.625GW tender capacity provided. Ultimately, 271 projects were awarded, with a total awarded capacity of 2.638GW, slightly exceeding the original target.

The German Federal Network Agency recently announced the results of the ground-mounted PV project tender conducted on March 1, 2025. This round of tender once again saw oversubscription, reflecting the continued strong market enthusiasm.

A total of 420 bids were received in this round, with a combined capacity of 3.839 GW, significantly higher than the 2.625 GW tender capacity offered. Ultimately, 271 projects were awarded, with a total awarded capacity of 2.638 GW, slightly exceeding the original target.

Klaus Müller, President of the Federal Network Agency, stated, "The Federal Network Agency welcomes the development in the field of ground-mounted PV systems. These projects have regulatory capabilities and can flexibly adjust the grid-connected electricity according to the power market demand."

The awarded projects were widely distributed geographically, with Bavaria leading the total awarded capacity at 607 MW, followed by Brandenburg (367 MW) and Lower Saxony (315 MW).

Müller added, "This round of bidding continues to show a high level of participation, with competition remaining intense and the awarded electricity prices continuing to decline."

The price cap for this round of tender was set at €0.0680/kWh, while the actual awarded electricity prices were significantly lower than this. The awarded electricity price range was: €0.0399/kWh (approximately $0.045/kWh) - €0.0488/kWh (approximately $0.055/kWh), with a weighted average awarded electricity price of €0.0466/kWh (approximately $0.053/kWh).

The previous round of tender in this category was held on December 1 last year, with a weighted average electricity price of €0.0476/kWh, and 2.15 GW of projects were awarded.

The next round of tender in this category is scheduled for July 1, 2025.
