On April 24, Linfen Zhonglineng New Energy Co., Ltd. issued a tender announcement for the general contracting of the Zhonglineng 100MW Independent Hybrid ESS Power Station Project in the High-tech Zone. The project is located in Yaodu District, Linfen City, Shanxi Province. The project will construct a new independent hybrid ESS power station with a total capacity of 100MW. Tender Announcement for the General Contracting of the Zhonglineng 100MW Independent Hybrid ESS Power Station Project in the High-tech Zone

Location of the Tender Project: Yaodu District, Linfen City, Shanxi Province

1. Tender Conditions

This tender project, the Zhonglineng 100MW Independent Hybrid ESS Power Station Project in the High-tech Zone (Tender Project No.: I3100000021B00669J89), has been approved by the Management Committee of Yaodu High-tech Industrial Development Zone (Project Code: 2410-141056-89-05-278715). The project owner is Linfen Zhonglineng New Energy Co., Ltd., and the construction funds are from the company's own funds and bank loans, with a project investment ratio of 100%. The project has met the tender conditions. Guoyi Tendering Co., Ltd. (the tender agent) is entrusted by Linfen Zhonglineng New Energy Co., Ltd. (hereinafter referred to as the "Bid Inviter" or "Employer") to organize a domestic public tender for the general contracting of the Zhonglineng 100MW Independent Hybrid ESS Power Station Project in the High-tech Zone on the "Zhaocai Jinbao Electronic Tendering and Bidding Trading Platform" (http://sx.zcjb.com.cn) through a full-process electronic tendering and bidding method.

2. Project Overview and Tender Scope

2.1 Project Overview: The Zhonglineng 100MW Independent Hybrid ESS Power Station Project in the High-tech Zone will construct a new independent hybrid ESS power station with a total capacity of 100MW. The ESS station will be equipped with battery containers, PCS ESS converter and booster integrated units, flywheel ESS containers, combined booster box transformers, 35kV power distribution devices, 220kV main transformers, 220kV power distribution devices, SVG reactive power compensation equipment, and corresponding secondary systems and auxiliary facilities. 2.2 Tender Content and Scope: This tender project is divided into one section, and this tender is for Section 1:

2.3 Planned Total Duration: The project is expected to start in May 2025 and be operational by the end of December 2026.

2.4 Project Quality Requirements: The project must comply with national and local laws, regulations, technical standards, specifications, and procedures related to project quality (specific details are subject to the technical part of the tender documents).

3. Bidder Qualification Requirements

3.1 Bidders must possess one of the following valid qualifications issued by the construction administrative department (a) or (b):

(a) Comprehensive Class A qualification for engineering design or Class B or above qualification for power industry engineering design; and simultaneously possess Comprehensive Class A qualification for engineering survey or Class B or above qualification for geotechnical engineering professional survey (Note: According to the "Notice on the Reform Plan of the Construction Enterprise Qualification Management System" issued by the Ministry of Housing and Urban-Rural Development [2020] No. 94, for those who have updated their qualifications according to the reform plan, the qualification categories and grade standards refer to the corresponding qualification categories and grades in the "Construction Enterprise Qualification Reform Measures Table" attached to the notice).

(b) Class B or above qualification for power engineering construction general contracting; and possess a valid safety production license (Note: According to the "Notice on the Reform Plan of the Construction Enterprise Qualification Management System" issued by the Ministry of Housing and Urban-Rural Development [2020] No. 94, for those who have updated their qualifications according to the reform plan, the qualification categories and grade standards refer to the corresponding qualification categories and grades in the "Construction Enterprise Qualification Reform Measures Table" attached to the notice).

3.2 Requirements for the Project Manager to be Assigned by the Bidder:

① The project manager must meet one of the following qualifications (a) or (b):

(a) For bidders intending to contract the project as the design party, the assigned project manager must possess a senior engineer or above technical title in a power-related field, or a registered electrical engineer qualification, or a registered public equipment engineer (power) qualification;

(b) For bidders intending to contract the project as the construction party, the assigned project manager must possess a first-class registered constructor qualification in electromechanical engineering;

Note: Starting from January 1, 2022, first-class constructors will uniformly use electronic certificates, and paper registration certificates will be invalid. The validity period of the electronic certificate is 180 days, but if the validity period is less than 180 days from the expiration date of the registration specialty or the constructor reaches 65 years old, the validity period will end on the expiration date of the registration specialty or the day the constructor reaches 65 years old. Electronic certificates that exceed the validity period are invalid and need to be re-downloaded and the validity period reconfirmed. After printing the electronic certificate, the first-class constructor must handwrite their signature in the personal signature field. If the signature is not handwritten or does not match the signature image, the electronic certificate is invalid.

② Requirements for the Project Manager's Current Position: The assigned project manager must not be serving as the project manager of other construction projects (as per the commitment letter provided by the bidder; if the assigned construction manager is currently serving in other projects, the bidder must provide a valid written proof from the project employer confirming that the said personnel can be withdrawn from the project).

③ Performance Requirements for the Project Manager: The assigned project manager must have served as the project manager (project leader) of at least one ESS project with an installed capacity of no less than 50MW from January 1, 2020, to the bid submission deadline (based on the contract signing date). Note: The project contract and appointment letter or other proof materials must be provided, and the proof materials must reflect the installed capacity and the name of the project manager, otherwise, they are invalid.

3.3 Bidders listed in the National Enterprise Credit Information Publicity System as seriously dishonest entities are not allowed to participate in this tender (as per the bidder's qualification declaration letter provided by the bidder);

3.4 Bidders listed as seriously dishonest entities on the "Credit China" website (.cn) are not allowed to participate in this tender (as per the bidder's qualification declaration letter provided by the bidder);

3.5 Different units with the same legal representative or with controlling or management relationships are not allowed to participate in the same section tender or the same tender project without section division (as per the bidder's qualification declaration letter provided by the bidder).

3.6 Bidders must not be in a state of being ordered to suspend business or bankruptcy, and their assets must not be reorganized, taken over, or frozen (as per the bidder's qualification declaration letter provided by the bidder).

3.7 This tender does not accept joint bids.
