On April 24, the tender announcement for the energy storage system of the Qionghai Yangjiang 100MW agricultural-photovoltaic complementary PV power generation project, developed by the Hainan New Energy Development Company of Shanghai Guoneng Hudian (Shanghai) Engineering Technology Co., Ltd., was released. The project is located in Yangjiang Town, Qionghai City, Hainan Province, and the tender scope includes one set of a 25MW/50MWh energy storage system.

Bidders are required to have at least two supply performance records of domestic energy storage integration system projects with a single project capacity of 50MWh (DC side) or above from April 2020 to the bid submission deadline (subject to the contract signing date).

1. Tender Conditions

The name of this tender project is: Open Tender for the Energy Storage System of the Qionghai Yangjiang 100MW Agricultural-Photovoltaic Complementary PV Power Generation Project by the Hainan New Energy Development Company of Shanghai Guoneng Hudian (Shanghai) Engineering Technology Co., Ltd. The project tender number is CEZB250603638. The bid inviter is Guoneng Hudian (Shanghai) Engineering Technology Co., Ltd., and the project unit is Guoneng Hudian (Shanghai) Engineering Technology Co., Ltd. The funding source is self-raised. The tender agency is China Energy Group International Engineering Consulting Co., Ltd. This project has met the tender conditions, and a domestic post-qualification open tender is now being conducted for this project.

2. Project Overview and Tender Scope

2.1 Project Overview, Tender Scope, and Section (Package) Division: This project is located in Yangjiang Town, Qionghai City, Hainan Province. Qionghai City is located in the eastern part of Hainan Province, bordering the South China Sea to the east, Wenchang City and Ding'an County to the north, Tunchang County and Qiongzhong Li and Miao Autonomous County to the west, and Wanning City to the south, with a regional area of 3,240.8 square kilometers. Qionghai City has a tropical maritime monsoon climate with indistinct seasons and an average temperature of 24.8°C. Hainan Qionghai City has a tropical monsoon climate, characterized by indistinct seasons, no extreme heat in summer, no severe cold in winter, small annual temperature differences, high annual average temperatures; distinct dry and rainy seasons, drought in winter and spring, and heavy rain in summer and autumn, with frequent tropical cyclones.

The project center is located in Yangjiang Town, Qionghai City, Hainan Province, with coordinates of 110.3335° east longitude and 19.04897° north latitude, covering a total area of approximately 1,950 mu, mainly consisting of garden land. According to the site survey, the current ground attachments are mainly betel nut trees and banana trees, with relatively abundant vegetation.

The site is located in a low-latitude tropical region, characterized by a tropical maritime climate, with warm and dry springs, hot and rainy summers, and typhoon and rainstorm-prone autumns. The annual sunshine duration is long, with high radiation energy, exceeding 2,000 hours of annual sunshine, and solar radiation reaching 110,000 to 120,000 calories. The annual average temperature is 24.9°C, with the highest average temperature around 29.3°C and the lowest average temperature around 20°C. The annual average precipitation is 1,664 mm, with an average daily rainfall of over 0.1 mm on more than 150 rainy days. The annual average evaporation is 1,834 mm, and the average relative humidity is 85%. The prevailing winds are southeast and east, with an annual average wind speed of 3.4 m/s. Qionghai, Hainan, is a typhoon-prone area, with a total of 17 typhoons landing in Qionghai, including two with wind speeds above level 14. According to the "China Southern Power Grid Coastal Area 30 (50) Year Return Period Design Basic Wind Speed Distribution Map (2022 Edition) - Hainan Province 50-Year Return Period Wind Zone Map," the 50-year return period design wind speed for Yangjiang, Qionghai, is 37 m/s, corresponding to a basic wind pressure of 0.86 kN/m². Considering Qionghai is a typhoon-prone area and the losses caused by the 2024 Capricorn Typhoon to the PV industry, it is recommended that this project be designed to resist level 14 typhoons with a basic wind pressure of 1.10 kN/m².

Tender Scope: One set of a 25MW/50MWh energy storage system.

Delivery Period: Within 45 days from the date of receiving the formal written production schedule notice from the bid inviter after the contract is signed and takes effect.

3. Bidder Qualification Requirements

3.1 Qualification Conditions and Performance Requirements:

[1] Qualification Requirements: (1) The bidder must be a legally registered independent legal entity or other organization and must provide valid proof documents.

(2) The bidder must be the manufacturer of the battery cells for the energy storage system, the manufacturer of the energy storage PACK, the manufacturer of the energy storage Power Conversion System (PCS), or the manufacturer of the energy storage Battery Management System (BMS) for the tender subject.

[3] Performance Requirements: From April 2020 to the bid submission deadline (subject to the contract signing date), the bidder must have at least two supply performance records of domestic energy storage integration system projects with a single project capacity of 50MWh (DC side) or above. The bidder must provide contracts that meet the tender performance requirements, and the scanned copies of the contracts must include at least: the contract signing pages of both buyers and sellers, the contract signing time, and the key information pages of the performance requirements.
