SPIC Launches EPC Tender for 16MW/32MWh User-Side ESS Project in Chengde, Hebei

On April 21, Shanghai Robestec Energy Co., Ltd., a subsidiary of SPIC, issued a tender announcement for the EPC general contracting of the 16MW/32MWh user-side ESS power station project of Chengde Huichu New Energy Co., Ltd. The project is located within the industrial park of Chengde Jinyu Cement Co., Ltd. in Hebei province. The planned construction scale of the project is an ESS power station with a rated charge/discharge power of 16MW and a single-cycle discharge capacity of 32MWh. The main equipment includes the energy storage system and corresponding grid connection facilities. The project's operational period is determined to be 12 years based on the service life of the energy storage system.

The project will be connected to the 10kV side of the 110kV power station of Chengde Jinyu Cement Co., Ltd. Considering the load conditions of the user station, the project plans to set up a 16MW/32MWh ESS power station, divided into two ESS units: 1# ESS unit with 8.5MW/17MWh and 2# ESS unit with 7.5MW/15MWh. The project is expected to commence construction in May 2025, and be connected to the grid and put into commercial operation in May 2025, subject to the signing of the contract.

The maximum bid price for the project is 10.288 million yuan.

Tender Announcement for the EPC General Contracting of the 16MW/32MWh User-Side ESS Power Station Project of Chengde Huichu New Energy Co., Ltd.

China Electric Power Complete Equipment Co., Ltd., entrusted by the bid inviter, issues a public tender announcement for the following section.

2. Project Overview and Tender Scope

2.1 Project Overview

The 16MW/32MWh user-side ESS power station project of Chengde Huichu New Energy Co., Ltd. is located within the industrial park of Chengde Jinyu Cement Co., Ltd. in Namaquanzi Village, Beimaquanzi Town, Yingshouyingzi Mining District, Chengde City, Hebei Province. 3. Bidder Qualification Requirements

(1) Basic Qualification Requirements

(1) Possess the qualification to independently conclude contracts and the corresponding performance capability;

(2) The bidder must be in good financial standing, with good credit and reputation (verified by the "Credit China" website (.cn), and not listed in the serious dishonesty subject list), and not in a state of being ordered to suspend production or business, property being taken over, frozen, or bankrupt, which would prevent the fulfillment of the contract after winning the bid;

(3) The bidder must not have any record of winning bids by fraud, serious breach of contract, or any contract being terminated due to their own responsibility within the past 36 months (calculated from the bid submission deadline);

(4) The bidder must have a sound quality assurance system, passed third-party certification audit, and obtained the certification certificate;

(5) In the same section tender, there must be no situation where the person in charge of the bidder is the same as that of another bidder or there is a controlling or management relationship;

(6) Bids from enterprises involved in bribery cases investigated by the group company's disciplinary inspection and supervision agencies, or enterprises controlled by the briber, or suppliers included in the group company's "blacklist" of involved suppliers will not be accepted;

(7) The bidder must not be within the scope of prohibited bidding or the penalty period confirmed by relevant documents of SPIC Group and Shanghai Robestec Energy Co., Ltd.;

(8) Joint venture bids will not be accepted.

(2) Special Qualification Requirements

(1) Qualification Requirements: Must possess both the Grade 3 or above qualification for general contracting of power engineering construction and the Grade B or above qualification for new energy power generation engineering design, and have a valid safety production license, and possess the "Power Facility Installation, Repair, and Testing License" (with Grade 4 or above for installation, repair, and testing); if the bidder chooses to subcontract the design work: the intended subcontractor must possess the Grade B or above qualification for new energy power generation engineering design (the bidder may no longer need to possess this qualification, and is required to provide proof of the intended subcontractor);

(2) Performance Requirements: Must have at least 2 new energy EPC general contracting performances within the past 5 years (from April 1, 2020 to the bid submission deadline, based on the contract signing date) (proof such as contracts is required);

(3) Personnel Requirements: The project manager must possess the national Grade 2 registered constructor qualification or above and have a safety production assessment certificate (Certificate B), and must not concurrently serve as the project manager for two or more construction projects, and must have project manager performance in similar new energy projects (proof materials such as project appointment letters that reflect the project manager's name are required); project safety management personnel must provide valid safety qualification certificates (proof such as contracts and qualification certificates is required);

(4) There must be no major or above production safety responsibility accidents within the past 36 months, and no fatal accidents within the SPIC Group system in the past 18 months.
