The Bureau of Industry Security and Import and Export Control of the Ministry of Commerce of the People's Republic of China issued the "Frequently Asked Questions on Dual-Use Items (IV) (Rare Earths)", which defined that primary processed products formed by further simple processing of NdFeB materials containing dysprosium and terbium fall within the scope of control.
