The List of Winning Candidates for the 1GW Flexible Bracket Integrated Procurement Tender of Huaneng Has Been Announced

On April 17, the list of successful candidates for the framework agreement procurement tender of the integrated PV flexible mounting bracket project of China Huaneng Group for 2025-2026 was announced. The first-ranked candidate was the Clean Energy Technology Research Institute Co., Ltd. of China Huaneng Group, with a bid price of 7.7847 billion yuan. The second-ranked candidate was Zhejiang Thermal Power Construction Co., Ltd. of China Energy Engineering Group, with a bid price of 756.254 million yuan. The third-ranked candidate was the Guiyang Survey and Design Research Institute Co., Ltd. of PowerChina, with a bid price of 738.8786 million yuan.

The tender announcement indicated that the framework procurement for the integrated PV flexible mounting bracket project (including design, production, and construction) for 2025-2026 has an estimated procurement capacity of 1,000 MW, with the final procurement volume subject to actual project requirements.

Notes:

1. Design Scope: Within the flexible mounting bracket area, the design includes the PV system and electrical design from the low-voltage side of the box transformer to the PV field area. This includes: specialized design of the flexible mounting bracket and foundation in the PV field area, general layout design of the flexible mounting bracket area, division design of the power generation unit to which the box transformer belongs, positioning and installation design of string inverters, design of the laying path and method for low-voltage AC cables, string division design, and grounding engineering design within the flexible mounting bracket area (including components, brackets, inverters, and grounding ring networks), as well as online monitoring system design.

2. Construction Scope: Civil Engineering: All civil engineering required for the construction of the flexible PV field area, including the construction of maintenance roads, site leveling, foundation construction for the flexible PV area (including test piles and pile procurement), and safety and civilized construction measures, excluding green space restoration or original landscape restoration. Installation Engineering: Installation of the flexible PV system, installation of PV modules, laying of AC cables for string inverters, installation of string inverters, laying of DC cables, installation of grounding engineering within the flexible mounting bracket area (including components, brackets, inverters, and grounding ring networks), and installation of the online monitoring system.

3. Procurement Scope: Procurement and supply of materials related to the PV flexible mounting bracket system, including but not limited to: PV mounting brackets; prestressed steel strands; cable anchors and auxiliary materials; wind-resistant systems and other necessary materials for the flexible mounting bracket system (excluding those supplied by the owner). Essential materials for the installation of low-voltage electrical equipment in the flexible mounting bracket area (excluding those supplied by the owner, such as components, inverters, DC cables, AC cables, etc.).
