The Tender for EPC of the 2GW Composite PV Base in Lingwu, State Power (Sections 7-12)

On April 14, the tender announcement for the EPC project of the 2 GW integrated PV base project in Lingwu, Ningxia, supporting the Ling-Shao DC line (Sections 7, 8, 9, 10, 11, and 12) was released by Ningxia Electric Power Guoneng Lingwu New Energy Co., Ltd.

On February 17 this year, the winning bid results for the EPC project of the 2 GW integrated PV base project in Lingwu, Ningxia, supporting the Ling-Shao DC line (Sections 4, 5, and 6) were announced. The winning bidders were Shandong Electric Power Construction Third Engineering Co., Ltd., PowerChina Northwest Engineering Corporation Limited, and PowerChina Ningxia Engineering Co., Ltd.

This tender covers the EPC general contracting for Sections 7, 8, 9, 10, 11, and 12 of the 2 GW integrated PV base project in Lingwu, Ningxia, supporting the Ling-Shao DC line. The total tender capacity for the six sections is 1,200 MWp (DC side). The contractor's responsibilities include but are not limited to: construction drawing design, procurement of equipment, materials, and spare parts, procurement and installation of equipment, electrical and control systems, construction and installation of civil engineering works, equipment commissioning, system integration, joint trial operation, technical training, operator training, and acceptance. The division of sections and the specific work content for each section are detailed in the tender documents as per the employer's requirements.

(1) Section 7: The design, construction, and procurement of equipment and materials (including infrastructure and operational period fencing) for the entire project of the 200 MWp PV field area (DC side) (AC side capacity not less than 166.67 MW) and the corresponding 35 kV collection lines (the electrical demarcation point is the 35 kV collection line switchgear of the newly built 330 kV booster station, excluding the switchgear but including the incoming cables and cable accessories). The project will be handed over after completion and acceptance.

The contractor is responsible for the overall preliminary design of the 1,000 MW PV area, the construction drawing survey, design, and as-built drawing design for this 200 MWp section (the design principles must be based on the overall preliminary design that has been reviewed and finalized for this project); the consolidation work for the overall preliminary design, construction drawings, and as-built drawings of the 1,000 MW PV area; the coordination work between the 1,000 MW PV area and the power transmission and transformation engineering design; the overall construction drawing review of the 1,000 MW PV area and the issuance of review opinions, construction drawing budget preparation, and design coordination work for each section; the special design documents and drawings for environmental protection, water conservation, safety facilities, occupational health, and fire protection for the 1,000 MW PV area; procurement, construction, testing, commissioning, trial operation, and the handling of various procedures. The contractor is also responsible for obtaining government support documents, project inspection, testing, unit commissioning, subsystem trial operation, and full system startup, quality supervision acceptance, achieving design value for production, completion acceptance, full-capacity grid connection and stable operation, defect elimination, performance guarantee assessment and acceptance for the full system startup, technical and after-sales services, personnel training, and all work until handover to production, including the standardization of safety facilities until official operation. The contractor must complete all work related to project completion acceptance, including but not limited to various inspections, tests, acceptance, and certification required for project commissioning. For other matters that must be handled by the employer as per laws and regulations, the employer shall issue a corresponding power of attorney if the contractor handles them on behalf of the employer. The specific work content is as follows:

① Design work scope

The overall preliminary design of the 1,000 MW project (including special design documents and drawings for environmental protection, water conservation, safety facilities, occupational health, and fire protection, as well as the design of the entire PV field area water pipe network, flood control, and drainage design), the construction drawing survey, design, and as-built drawing design for this 200 MWp section (the design principles must be based on the overall preliminary design that has been reviewed and finalized for this project), the preparation of technical specifications and as-built drawings, and providing technical consulting services for design changes to the owner. The contractor is responsible for the consolidation work for the overall preliminary design (including the thematic demonstration reports required for grid connection, mainly: the system stability calculation report for grid connection, the thematic analysis report on subsynchronous oscillation and subsynchronous resonance, the thematic analysis report on power quality, and the short-circuit ratio evaluation report; including the consolidation of drawings for underground cables, optical cables, natural gas pipelines, water pipes, and other hidden facilities in the 1 GW PV area (including but not limited to the currently known 35 kV underground cables and natural gas pipelines in the southern part of the field area), and any losses caused by inaccurate information on underground hidden facilities provided by the bidder shall be borne by the bidder), construction drawings, and as-built drawings for the 1,000 MW PV area; the coordination work between the 1,000 MW PV area and the power transmission and transformation engineering design (including the integrated intelligent control system and UAV hangar design) and the overall design consolidation for the project; the overall construction drawing review of the 1,000 MW PV area and the issuance of review opinions, construction drawing budget preparation, and design coordination work for each section. The project must meet the requirements for achieving production standards.

The depth of document preparation for each design stage shall meet the current national and industry standards, regulations, and related requirements. The contractor is responsible for the overall design coordination and services (including on-site services) for this project, assisting in the approval of all design documents and drawings, and various reviews, acceptance, filing, and document archiving, and is responsible for various design disclosures and design reviews.

② Equipment and material procurement scope

Includes but is not limited to PV modules, inverters (20 MW grid-forming inverters, and grid-following inverters with a capacity of not less than 146.67 MW), box transformers, cables and terminal heads (all 35 kV collection line terminal heads and intermediate joints must be equipped with online temperature measurement devices), source control terminals, box transformer monitoring and control, optical cables, field video monitoring systems (including camera bodies, poles, foundations, backend servers, and network transmission equipment, perimeter eagle-eye devices and supporting systems, the backend of the entire 1,000 MW video monitoring system is a unified platform, and it is connected to the integrated intelligent control system through this platform), mounting brackets, embedded parts, lightning protection and grounding, local equipment of the integrated intelligent control system, micro-longitudinal and gigabit longitudinal encryption backends, cable up and down tower brackets and lightning protection and grounding boxes, fire protection facilities, etc.; all connection materials between the equipment and its own equipment and other equipment. The contractor is responsible for the expediting, transportation, receiving, transshipment, purchase acceptance, and storage of the above equipment.

③ Construction scope

All construction and installation works for the PV field area of this section. Includes but is not limited to all construction and installation works for the PV field area, PV modules, PV mounting brackets, PV mounting bracket foundations, inverters, box transformers, direct-buried cables, 35 kV collection lines (all 35 kV collection line terminal heads and intermediate joints must be equipped with online temperature measurement devices); the installation of all materials and equipment, including the cable trenches for the PV field area entering the 330 kV booster station, video monitoring foundations, UAV hangar foundations, etc.; the opening ceremony and large-scale观摩 activities (details are specified in the quotation list).

The contractor shall carry out construction within the land acquisition scope of the tenderer. If temporary land use for construction exceeds the land acquisition scope, the contractor shall handle the land acquisition and temporary land use approval procedures (including temporary land use for collection lines outside the red line and construction access roads).

④ Handling relevant review and acceptance procedures (including but not limited to): responsible for the grid-related testing work of this section (completing the requirements of Ningxia Electric Power Dispatching and Control Center Document No. 54 [2022] "Notice on Issuing the Work Plan and Related Technical Requirements for the Actual Measurement and Modeling of New Energy Stations and ESS Power Stations in Ningxia Power Grid" and Document No. 72 [2024] "Notice on Issuing the 'Guide to Grid Connection Services for New Energy in Ningxia Power Grid' and Three Other Management Regulations", including all grid-related, unit testing, and system acceptance testing before the power transmission line enters formal operation); handling various acceptance procedures before, during, and after grid connection for this section (including various acceptance organized by the government and the employer, the safety management filing for power construction projects by the Northwest Energy Regulatory Bureau, and other relevant government department filings, quality inspection by the Power Quality Supervision Center or Renewable Energy Quality Supervision Center according to the specified project stages and passing the inspection), and obtaining the corresponding reports and sequence transfer notices; responsible for completing the startup and trial operation of all equipment within the tender scope and the operation and maintenance work during the process; handling construction drawing review procedures (including construction drawing review and filing by the government, power grid, fire protection, and other relevant departments), power quality testing, and protection setting calculation; responsible for handling the final filing and acceptance of project completion environmental protection, water and soil conservation, safety facilities, occupational hazard protection facilities, lightning protection, fire protection, etc.; responsible for the environmental and water conservation supervision, testing, and acceptance work during the implementation of this section and obtaining the corresponding reports, passing the government department acceptance; responsible for implementing the measures related to the prevention of soil erosion, environmental pollution, land reclamation, and desert control as per the approved project water and soil conservation plan report and environmental impact assessment report, meeting the government's acceptance standards; responsible for handling the coordination procedures for the interruption of roads, communications, electricity, and railways during the construction of this section, and any costs and delays caused by untimely handling of procedures shall be borne by the bidder; responsible for the production and installation of equipment system signs (including safety warning signs) for this section, meeting the requirements and acceptance of the power grid and the tenderer; completing all work related to project completion acceptance (including but not limited to various inspections, tests, acceptance, and certification required for project commissioning). For other matters that must be handled by the tenderer as per laws and regulations, the tenderer shall issue a corresponding power of attorney if the bidder handles them on behalf of the tenderer. The preparation, consultation, submission, and organization of meetings for the above acceptance and inspection documents, until the completion acceptance is passed, shall all be the responsibility of the bidder, and all costs shall be borne by the bidder.

(2) Section 8: The design, construction, and procurement of equipment and materials (including infrastructure and operational period fencing) for the entire project of the 200 MWp PV field area (DC side) (AC side capacity not less than 166.67 MW) and the corresponding 35 kV collection lines (the electrical demarcation point is the 35 kV collection line switchgear of the newly built 330 kV booster station, excluding the switchgear but including the incoming cables and cable accessories). The project will be handed over after completion and acceptance.

The contractor is responsible for obtaining government support documents, project inspection, testing, unit commissioning, subsystem trial operation, and full system startup, quality supervision acceptance, achieving design value for production, completion acceptance, full-capacity grid connection and stable operation, defect elimination, performance guarantee assessment and acceptance for the full system startup, technical and after-sales services, personnel training, and all work until handover to production, including the standardization of safety facilities until official operation. The contractor must complete all work related to project completion acceptance, including but not limited to various inspections, tests, acceptance, and certification required for project commissioning. For other matters that must be handled by the employer as per laws and regulations, the employer shall issue a corresponding power of attorney if the contractor handles them on behalf of the employer. The depth of document preparation for each design stage shall meet the current national and industry standards, regulations, and related requirements. The contractor is responsible for the overall design coordination and services (including on-site services) for this project, assisting in the approval of all design documents and drawings, and various reviews, acceptance, filing, and document archiving, and is responsible for various design disclosures and design reviews.

② Equipment and material procurement scope

Includes but is not limited to PV modules, inverters, box transformers, cables and terminal heads (all 35 kV collection line terminal heads and intermediate joints must be equipped with online temperature measurement devices), source control terminals, box transformer monitoring and control, optical cables, field video monitoring systems (including camera bodies, poles, foundations, backend servers, and network transmission equipment, perimeter eagle-eye devices and supporting systems, the backend of the entire 1,000 MW video monitoring system is a unified platform, and it is connected to the integrated intelligent control system through this platform), mounting brackets, embedded parts, lightning protection and grounding, local equipment of the integrated intelligent control system, micro-longitudinal and gigabit longitudinal encryption backends, cable up and down tower lightning protection and grounding boxes, fire protection facilities, etc.; all connection materials between the equipment and its own equipment and other equipment.The contractor is responsible for the expediting, transportation, receiving, transshipment, purchase acceptance, and storage of the aforementioned equipment. The construction scope includes all construction and installation works in the PV field area of this section, including but not limited to all construction and installation works in the PV field area, installation of PV modules, solar panel mounting brackets, PV bracket foundations, inverters, box transformers, direct-buried cables, 35kV collection lines (all 35kV collection line terminals and intermediate joints must be equipped with online temperature measurement devices), cable ducts from the entire PV field area to the 330kV booster station, video monitoring foundations, drone cabin foundations, and other materials and equipment; the opening ceremony and large-scale observation activities (details are specified in the quotation list). The contractor shall construct within the land acquisition scope of the bid inviter. If temporary land use exceeds the land acquisition scope due to construction needs, the contractor shall acquire the land and handle the temporary land use approval procedures (including temporary land use for collection lines outside the red line and construction access roads). The contractor is responsible for handling relevant review and acceptance procedures (including but not limited to): conducting grid-related tests for this section (completing the requirements of Ningxia Power Dispatch and Control Center Document Ningdiantiaozi [2022] No. 54 "Notice on Issuing the Work Plan and Technical Requirements for Measured Modeling of New Energy Stations and ESS Power Stations in Ningxia Power Grid" and Ningdiantiaozi [2024] No. 72 "Notice on Issuing the Service Guide for New Energy Grid Connection in Ningxia Power Grid" and other three management regulations, including all grid-related, unit, and system acceptance tests before the power transmission line enters formal operation); handling various acceptance procedures before, during, and after grid connection (including various acceptances organized by the government and the employer, safety management filing for power construction projects by the Northwest Energy Regulatory Bureau, and quality inspections by the Power Quality Supervision Center or Renewable Energy Quality Supervision Center according to the project stages and passing the inspections), and obtaining corresponding reports and sequence transfer notices; completing the operation and maintenance work during the start-up and trial operation of all equipment within the tender scope; handling construction drawing review procedures (including government, power grid, fire protection, and other relevant departments' construction drawing reviews and filings), power quality testing, and protection setting calculations; handling final filing and acceptance for project completion environmental protection, water and soil conservation, safety facility completion acceptance, occupational hazard protection facility completion acceptance, lightning protection, fire protection, etc.; conducting environmental, water, and soil conservation supervision, detection, and acceptance during the implementation of this section and obtaining corresponding reports, passing government acceptance; implementing measures for preventing soil erosion, environmental pollution, land reclamation, and desert control as specified in the approved project water and soil conservation plan report and environmental impact assessment report, meeting government acceptance standards; handling coordination procedures for road, communication, electrical, and railway construction interruptions in this section, and bearing all costs and delays caused by untimely procedures; producing and installing equipment system signs (including safety warning signs) in this section, meeting the requirements and acceptance of the power grid and the bid inviter; completing all work related to completion acceptance (including but not limited to: various inspections, tests, acceptances, and license procedures required for project commissioning). For other matters that must be handled by the bid inviter according to laws and regulations, the bid inviter shall issue a corresponding power of attorney when the bidder handles them on behalf of the bid inviter. The preparation, consultation, submission, and hosting of meetings for the above-mentioned acceptance and inspection documents, until the completion acceptance is passed, are all the responsibility of the bidder, who shall bear all costs. The ninth section: DC side 200MWp PV field area (AC side capacity not less than 166.67MW), corresponding 35kV collection lines, etc. (the electrical demarcation point is the 35kV collection line switchgear of the newly built 330kV booster station, excluding the switchgear, including incoming cables and cable accessories) all engineering design, construction and installation, and equipment and material procurement (including fencing during the construction and operation periods), and handover after project completion acceptance. The contractor is responsible for obtaining government support documents, project inspection, testing, unit commissioning, subsystem trial operation and complete system start-up, quality supervision acceptance, achieving design value commissioning, completion acceptance, full-capacity grid-connected safe and stable operation of the entire station, defect elimination, performance guarantee assessment acceptance of the complete system start-up, technical and after-sales services, personnel training, until the handover to production, including safety facility standardization until formal operation. Completing all work related to completion acceptance includes but is not limited to: various inspections, tests, acceptances, and license procedures required for project commissioning. For other matters that must be handled by the employer according to laws and regulations, the employer shall issue a corresponding power of attorney when the contractor handles them on behalf of the employer. The contractor is responsible for the expediting, transportation, receiving, transshipment, purchase acceptance, and storage of the above-mentioned equipment.

③ Construction scope

Including but not limited to all construction and installation works in the PV field area, installation of PV modules, PV mounting brackets, PV mounting bracket foundations, inverters, box transformers, direct-buried cables, 35kV collector lines (all 35kV collector line terminal heads and intermediate joints must be equipped with online temperature measurement devices), cable trenches from the entire PV field area to the #330kV booster station, video surveillance foundations, drone cabin foundations, etc.; opening ceremony and large-scale observation activities (see the quotation list for details).

The contractor shall construct within the land acquisition scope of the bid inviter. ④ Handling relevant review and acceptance procedures (including but not limited to): responsible for the grid-related test work of this section (completing the requirements of Ningxia Electric Power Dispatching and Control Center Document Ningdian Tiaozi [2022] No. 54 "Notice of Ningxia Electric Power Dispatching and Control Center on Issuing the Work Plan and Related Technical Requirements for the Actual Measurement and Modeling of New Energy Stations and ESS Power Stations in Ningxia Power Grid" and Ningdian Tiaozi [2024] No. 72 "Notice of Ningxia Electric Power Dispatching and Control Center on Issuing the "Ningxia Power Grid New Energy Dispatching and Grid Connection Service Guide" and other three management regulations, including all grid-related, unit tests, and system acceptance tests before the transmission line enters formal operation); handling various acceptance procedures before the start of construction, before and after grid connection (including various acceptance organized by the government and the employer, filing with relevant government departments such as the Northwest Energy Regulatory Bureau for the safety management of power construction projects, quality inspection by the Power Quality Supervision Center or Renewable Energy Quality Supervision Center according to the specified project stages and passing the inspection), and obtaining the corresponding reports and sequence change notices; responsible for completing the operation and maintenance work during the start-up and trial operation of all equipment within the bidding scope; handling construction drawing review procedures (including construction drawing review and filing by relevant departments such as the government, power grid, and fire protection), power quality testing, protection setting calculation; responsible for handling the final filing and final acceptance of project completion environmental protection, water and soil conservation, safety facility completion acceptance, occupational hazard protection facility completion acceptance, lightning protection, fire protection, etc.; responsible for the environmental and water conservation supervision, detection, and acceptance work during the implementation of this section and obtaining the corresponding reports, passing the government department acceptance; responsible for implementing the measures related to the prevention of soil erosion, prevention of environmental pollution, land reclamation, and desert control as involved in the approved project water and soil conservation plan report and environmental impact assessment report, meeting the government's acceptance standards; responsible for handling the coordination procedures for the interruption of road, communication, electrical, and railway construction in this section, and all costs and delays caused by untimely handling of procedures shall be borne by the bidder; responsible for the production and installation of equipment system signs (including safety warning signs) in this section, meeting the requirements and acceptance of the power grid and the bid inviter; completing all work involved in the completion acceptance (including but not limited to: various inspections, tests, acceptance, and license procedures required for project commissioning). Other matters that must be handled by the bid inviter according to laws and regulations, when handled by the bidder on behalf of the bid inviter, the bid inviter shall issue the corresponding authorization letter. The preparation, consultation, submission, and hosting of meetings for the above-mentioned acceptance and inspection documents, until the completion acceptance is passed, shall all be the responsibility of the bidder, and all costs shall be borne by the bidder.

(5) Section 11: DC side 200MWp PV field area (AC side capacity not less than 166.67MW), corresponding 35kV collector lines, etc. (the electrical demarcation point is the 35kV collector line switchgear of the newly built 330kV booster station, excluding the switchgear, including incoming cables and cable accessories) the entire project's design, construction and installation, and equipment and material procurement (including the fence during the construction and operation periods), and handover after project completion acceptance.

The contractor is responsible for obtaining government support documents, project inspection, testing, unit debugging, subsystem trial operation and complete set start-up, quality supervision acceptance, reaching the design value for commissioning, completion acceptance, full station full capacity grid connection safe and stable operation, defect elimination, performance guarantee assessment acceptance of the complete set system start-up, technical and after-sales services, personnel training, until the handover to production is completed, including the standardization of safety facilities to formal operation. Completing all work involved in the completion acceptance includes but is not limited to: various inspections, tests, acceptance, and license procedures required for project commissioning. Other matters that must be handled by the employer according to laws and regulations, when handled by the contractor on behalf of the employer, the employer shall issue the corresponding authorization letter. The work content is as follows:

① Design work scope

The construction drawing survey and design of the entire project in this section (the design principle must be based on the overall preliminary design that has been reviewed and finalized for this project), technical specifications, completion drawing preparation, etc. Must unconditionally cooperate with the preliminary design winning unit to complete the summary work of construction drawings and completion drawings at various stages, meeting the project's commissioning requirements.

The depth of document preparation at each design stage shall meet the requirements of current national and industry standards, regulations, and related regulations. Responsible for the overall design coordination and services (including on-site services) of this project, assisting in the review and approval of all design documents and drawings, and various inspections, acceptance, filing, and document archiving. Responsible for various design disclosures and design review work.

② Equipment and material procurement scope

includes but is not limited to PV modules, inverters, box transformers, cables, and terminal heads (all 35kV collector line terminal heads and intermediate joints must be equipped with online temperature measurement devices), source control terminals, box transformer monitoring, optical cables, field video surveillance systems (including camera bodies, columns, foundations, backend servers, and network transmission equipment, perimeter eagle-eye devices and supporting systems, the entire 1,000MW video surveillance backend is a unified platform, and through this platform, it is connected to the intelligent control integrated system), brackets, embedded parts, lightning protection grounding, intelligent control integrated system local equipment, micro-longitudinal and gigabit longitudinal encryption backends, cable up and down tower lightning protection grounding boxes, fire protection facilities, etc.; all connection materials between the equipment and its own equipment and other equipment. The contractor is responsible for the expediting, transportation, receiving, transshipment, purchase acceptance, and storage of the above-mentioned equipment.

③ Construction scope

All construction and installation works in the PV field area of this section. Including but not limited to all construction and installation works in the PV field area, installation of PV modules, PV mounting brackets, PV mounting bracket foundations, inverters, box transformers, direct-buried cables, 35kV collector lines (all 35kV collector line terminal heads and intermediate joints must be equipped with online temperature measurement devices), cable trenches from the entire PV field area to the #330kV booster station, video surveillance foundations, drone cabin foundations, etc.; opening ceremony and large-scale observation activities (see the quotation list for details).

The contractor shall construct within the land acquisition scope of the bid inviter. If temporary land use exceeds the land acquisition scope due to construction needs, the contractor shall acquire the land and handle the temporary land use approval procedures (including temporary land use for collector lines outside the red line and construction access roads).

Other matters that must be handled by the bid inviter according to laws and regulations, when handled by the bidder on behalf of the bid inviter, the bid inviter shall issue the corresponding authorization letter. The preparation, consultation, submission, and hosting of meetings for the above-mentioned acceptance and inspection documents, until the completion acceptance is passed, shall all be the responsibility of the bidder, and all costs shall be borne by the bidder.

The depth of document preparation at each design stage shall meet the requirements of current national and industry standards, regulations, and related provisions. Responsible for the overall design coordination and services (including on-site services) of this project, cooperating in the review and approval of all design documents and drawings, and various inspections, acceptance, filing, and document archiving, responsible for various design disclosures and design review work.

② Scope of equipment and material procurement

Including but not limited to PV modules, inverters, box transformers, cables, and terminal heads (all 35kV collector line terminal heads and intermediate joints must be equipped with online temperature measurement devices), source control terminals, box transformer monitoring, optical cables, field video surveillance systems (including camera bodies, poles, foundations, and backend servers and network transmission equipment, perimeter eagle-eye equipment and supporting systems, the entire 1000MW video surveillance backend is a unified platform, and through this platform, it is connected to the intelligent control integrated system), brackets, embedded parts, lightning protection grounding, intelligent control integrated system local equipment, micro-longitudinal and gigabit longitudinal encryption backends, cable up and down tower lightning protection grounding boxes, fire protection facilities, etc.; all connection materials between the equipment and its own equipment and other equipment. The expediting, transportation, receiving, transshipment, purchase acceptance, and storage of the above equipment are all the responsibility of the contractor.

③ Scope of construction

All construction and installation works in the PV field area of this section. Including but not limited to all construction and installation works in the PV field area, the installation of PV modules, PV mounting brackets, PV mounting bracket foundations, inverters, box transformers, direct-buried cables, 35kV collector lines (all 35kV collector line terminal heads and intermediate joints must be equipped with online temperature measurement devices), the overall cable trench from the PV field area to the #330kV booster station, video surveillance foundations, drone cabin foundations, and other materials and equipment; opening ceremonies and large-scale observation activities (see the quotation list for details).

The contractor shall construct within the land acquisition scope of the bid inviter. If temporary land use exceeds the land acquisition scope due to construction needs, the contractor shall acquire the land and handle the temporary land use approval procedures (including temporary land use for collector lines outside the red line and construction access roads).

For other matters that must be handled by the bid inviter as stipulated by laws and regulations, the bidder shall handle them on behalf of the bid inviter, and the bid inviter shall issue a corresponding power of attorney. The preparation, consultation, submission, and hosting of meetings for the above acceptance inspection documents, until the final acceptance is passed, shall all be the responsibility of the bidder, and all costs shall be borne by the bidder.

Planned construction period: The tentative plan is to start construction in May 2025, and it is planned to have full capacity grid connection conditions by November 30, 2025.
