1. Procurement Conditions

The purchaser of this procurement project, the low-titanium oxidized pellet ore for the 3rd phase of Chaoyang Steel in April 2025 (AGCYGTHHD250408202620), is the Management Center of Ansteel Group Chaoyang Steel Co., Ltd. The project funds are self-raised, and the project is now ready for procurement, proceeding with an open single-round negotiation.

2.1 Project Name: Low-Titanium Oxidized Pellet Ore for the 3rd Phase of Chaoyang Steel in April 2025

2.2 Procurement Failure Transition to Other Procurement Methods: Transition to Direct Procurement

2.3 The procurement content, scope, and scale of this project are detailed in the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Joint venture bidding is not allowed for this procurement.

3.2 Bidders must meet the following qualification requirements:

3.3 Bidders must meet the following registered capital requirements:

Production-type registered capital: 50 million yuan and above

3.4 Bidders must meet the following performance requirements:

Newly enrolled suppliers must provide performance contracts and invoices from metallurgical enterprises.

3.5 Bidders must meet the following capability, financial, and other requirements:

Financial requirements: See the attachment

Capability requirements: Annual production capacity of a single device must be above 300,000 mt.

3.6 For projects that must be legally tendered, bids from discredited persons are invalid.

4. Procurement Document Acquisition

4.1 Interested bidders are invited to download the electronic procurement documents from the Ansteel Smart Tender Platform at http://bid.ansteel.cn from 13:00 on April 08, 2025, to 13:00 on April 11, 2025 (Beijing time, the same hereinafter).

This week, ferrous metals were in the doldrums, with coking coal and coke staging a mid-week rise. At the beginning of the week, financial markets experienced sharp fluctuations, dragging down sentiment in the ferrous chain and leading to a pullback in futures. Mid-week, Indonesia's cut to coke production quotas drove coking coal and coke futures to lead the gains, though the impact was more pronounced on thermal coal, while coking coal's rise was largely sentiment-driven and short-lived. In the latter part of the week, finished products continued their seasonal inventory buildup, and support from the raw material side weakened, causing the entire ferrous chain to pull back. In the spot market, with the Chinese New Year holiday approaching, purchasing activity slowed down further, with end-users only making limited, as-needed purchases at low prices.
