1. Procurement Conditions

The procurement project for the raw coal for power generation in April 2025 of the Shareholding Company (PGWZMYHHD250407202599) is procured by Pangang Group Materials Trading Co., Ltd. The project funds are self-raised, and the project is now ready for procurement, and a public single-round negotiation is being conducted.

2.3 The content, scope, and scale of this procurement project are detailed in the attachment "Material List Attachment.pdf".

3. Bidder Qualification Requirements

3.1 Joint bidding is not allowed for this procurement.

3.2 Bidders must meet the following qualification requirements:

(1) Production Business License

(2) Distribution Business License

3.3 Bidders must meet the following registered capital requirements:

Production Registered Capital: 5 million yuan and above

Distribution Registered Capital: 5 million yuan and above

3.4 Bidders must meet the following performance requirements:

Bidders must provide performance of similar projects (contract copies must be provided)

3.5 Bidders must meet the following capability requirements, financial requirements, and other requirements:

Financial Requirements: The registered capital of the bidder for this project shall not be less than 5 million yuan, and multiple bidders are allowed to win. The registered capital of production suppliers and distribution suppliers shall not be less than 30% of the bid section or bid quantity amount (excluding tax).

Other Requirements: (1) Scanned copy of the business license (or duplicate);

(2) Scanned copy of the tax registration certificate (or duplicate) (except for the three-in-one certificate);

(3) Scanned copy of the organization code certificate (or duplicate) (except for the three-in-one certificate).

(4) New suppliers must provide a sample evaluation report issued by the Pangang Technical Quality Department, valid for three months, as of the date of the tender announcement.

3.6 For projects that must be tendered according to law, bids from discredited persons subject to enforcement are invalid.

4.1 Interested bidders are invited to log in to the Ansteel Smart Tender Platform at http://bid.ansteel.cn to download the electronic procurement documents from 10:00 on April 8, 2025 to 15:00 on April 9, 2025 (Beijing time, the same hereinafter).
