SMM Hydrogen Policy Express: Shanxi Province's 2025 Action Plan for the Hydrogen Industry Chain

On March 20, the National Development and Reform Commission (NDRC) of Shanxi Province officially released the "2025 Action Plan for the Hydrogen Energy Industry Chain in Shanxi Province" (hereinafter referred to as the "Action Plan") on its official website.

Regarding the hydrogen supply system, the Action Plan proposed to fully utilize the resource advantages of industrial by-product hydrogen, achieve large-scale production of high-purity industrial by-product hydrogen in industrial parks (mining areas) such as Taiyuan, Lvliang, Changzhi, and Linfen, continuously reduce hydrogen costs, and achieve local consumption and utilization. It also proposed to carry out hydrogen production demonstrations using renewable energy such as wind power and PV in Shuozhou, Xinzhou, Changzhi, and Yuncheng.

In terms of hydrogen refueling station construction, the Action Plan proposed to promote construction in various parks with rich application scenarios such as coking parks and steel plant areas, explore the layout of integrated energy stations for "oil, gas, hydrogen, and electricity services" along major highways and national roads, and explore the construction of integrated hydrogen production and refueling stations in Changzhi and other places.

In terms of hydrogen vehicle promotion, the Action Plan proposed to support the demonstration and application of fuel cell vehicles in Taiyuan, Lvliang, Linfen, and Changzhi. It encouraged "chain leader" enterprises to establish hydrogen vehicle operation platforms, conduct batch concentrated procurement, and support the promotion of fuel cell vehicles in national backbone cold chain logistics bases such as Jinzhong and Yuncheng. It also proposed to study and introduce a subsidy policy for hydrogen vehicle highway tolls across the province.

In terms of industrial demonstration applications, the Action Plan proposed to encourage hydrogenation cracking and hydrogenation refining in the refining industry, and to replace gray hydrogen in the gasification process of the coal chemical industry. It encouraged steel enterprises to fully utilize hydrogen sources such as coke oven gas and chemical by-product hydrogen. It promoted hydrogen-rich smelting in blast furnaces. It also proposed to promote the construction of the "green electricity" + "green hydrogen" industry chain and optimize and enhance power regulation capabilities.

According to the latest data from the Passenger Car Association, in December 2025, producers with new energy wholesale sales exceeding 10,000 units accounted for 93% of the total wholesale sales of passenger NEVs that month. Based on preliminary January data, these producers achieved sales of 830,000 units in January. As most producers have already locked in their major sales figures, by applying the structural proportion from the previous month to the current month's data, the estimated wholesale sales of passenger NEVs nationwide in January were 900,000 units. According to comprehensive preliminary monthly association data: the estimated wholesale sales of NEVs by national passenger car producers in January 2026 were 900,000 units, up 1% YoY.
